Santander, officially the Municipality of Santander ( ceb, Lungsod sa Santander; tgl, Bayan ng Santander), is a 4th class municipality of the Philippines, municipality in the Philippine Province, province of Cebu, Philippines. According to the 2020 census, it has a population of 18,527 people. Santander is the southernmost municipality of Cebu province south of Cebu City. It serves as one of the sea ports connecting to the province of Negros Oriental with its passenger ferries making way to Sibulan, Negros Oriental, Sibulan in just 20 minutes. Santander is bordered to the north by the towns of Oslob, Cebu, Oslob and Samboan, Cebu, Samboan, to the west is Tañon Strait, to the east is the Cebu Strait, and to the south is the province of Negros Oriental in Negros Island. Sibulan, Negros Oriental
Sibulan, officially the Municipality of Sibulan ( ceb, Lungsod sa Sibulan; tl, Bayan ng Sibulan), is a second class municipality in the province of Negros Oriental, Philippines. Internal Revenue Allotment
The Internal Revenue Allotment (IRA) is a local government unit’s (LGU) share of revenues from the Philippine national government. Provinces, independent cities, component cities, municipalities, and barangays each get a separate allotment. The allotment is largely based upon the type of government they are and a formula based upon their land area and population. Section 284 of the Local Government Code of the Philippines (RA 7160) sets up the formula for the distribution of the allotment. All or nearly all of the revenue that a local government has to spend comes from their IRA, though some local governments also have additional local sources of revenue such as property taxes and government fees.
