San Diego City Council
The San Diego City Council is the legislative branch of government for the city of San Diego, California. The city council was first established in San Diego in 1850. The council uses a strong mayor system with a separately elected mayor who acts as the executive. There are currently nine members of the council. City council members serve a four-year term and are limited to two successive terms. History San Diego was first incorporated as a city government with a common council on March 27, 1850. However, the city went bankrupt in 1852 and the council was replaced by a board of trustees. A new charter was adopted in 1889 reestablishing a common council under the strong mayor form of government. The common council consisted of two houses, a nine-member board of aldermen and an eighteen-member board of delegates. Conspiracy (criminal)
In criminal law, a conspiracy is an agreement between two or more persons to commit a crime at some time in the future. Criminal law in some countries or for some conspiracies may require that at least one overt act be undertaken in furtherance of that agreement, to constitute an offense. There is no limit on the number participating in the conspiracy and, in most countries, the plan is the crime, so there is no requirement that any steps have been taken to put the plan into effect (compare attempts which require proximity to the full offense). Del Mar Mesa, San Diego
Del Mar Mesa is a semi-rural residential community of located in northern San Diego, California. The majority of the community was developed in the 2000s. Over 900 acres is preserved open space protected habitat. The community also has 10 miles of hiking, biking and riding trails. Minimum lot size is half acre. Del Mar Mesa is a part of District 1 which is represented by Councilmember Joe LaCava on the San Diego City Council. A number of artifacts, including pottery, possibly dating back 9,000 to 10,000 years ago, were found in this community and are being studied by the San Diego Archaeological Center. Carmel Valley is a suburban planned community in the northwestern corner of San Diego, California, United States. The community is composed of commercial offices, residential units, hotels, retail stores and restaurants. Joe LaCava is an American politician and engineer serving as a member of the San Diego City Council from the 1st district. He assumed office in December 2020, succeeding Barbara Bry who ran for mayor of San Diego. Early life and education Joe LaCava was raised in the San Diego neighborhoods of Logan Heights and University Heights, before moving to Allied Gardens. After graduating Patrick Henry High School, he went to San Diego State University, where he earned his bachelor's degree in engineering. Marni von Wilpert is an American attorney and politician serving as a member of the San Diego City Council representing the 5th district. San Diego City Council Election, 2018
The 2018 San Diego City Council election occurred on November 6, 2018. The primary election was held June 5, 2018. Four of the nine seats of the San Diego City Council were contested. Municipal elections in California are officially non-partisan, although most members do identify a party preference. A two-round system was used for the election, starting with a primary in June followed by a runoff in November between the top-two candidates in each district. The election resulted in a net gain of one seat for self-identified Democrats. This gave Democrats a two-thirds majority on the City Council, allowing them to override vetoes by Republican Mayor Kevin Faulconer on issues that divide along partisan lines. Write-in Candidate
A write-in candidate is a candidate whose name does not appear on the ballot but seeks election by asking voters to cast a vote for the candidate by physically writing in the person's name on the ballot. Depending on electoral law it may be possible to win an election by winning a sufficient number of such write-in votes, which count equally as if the person was formally listed on the ballot. Two-round System
The two-round system (TRS), also known as runoff voting, second ballot, or ballotage, is a voting method used to elect a single candidate, where voters cast a single vote for their preferred candidate. It generally ensures a majoritarian result, not a simple plurality result as under First past the post. Under the two-round election system, the election process usually proceeds to a second round only if in the first round no candidate received a simple majority (more than 50%) of votes cast, or some other lower prescribed percentage.
