Sam Tsemberis
Sam J. Tsemberis (born March 11, 1949 in Skoura, Greece) is a Greek Canadian clinical and community psychology practitioner, and the founder and executive director of Pathways to Housing, a Housing First program for individuals with serious mental illnesses, long histories of homelessness, and often co-occurring substance abuse. Pathways to Housing is the organization that is credited with originating the Housing First model in America. Pathway Housing First Tsemberis and homeless consumers first developed a consumer-run drop–in center for people experiencing homelessness and mental illness. They then created the Pathways to Housing program, which came to be known as Housing First (Tsemberis et al., 2003). Skoura
Skoura (Berber: ⵙⴽⵓⵔⴰ, ar, سكورة) is a town in Ouarzazate Province, Drâa-Tafilalet, Morocco. It consists of a modern town as well as a historical oasis and palmeraie with traditional rammed-earth architecture. Geography Skoura consists of a historic fertile oasis lined with immense palm groves (a "palmeraie"), existing at the confluence of several rivers and streams descending from the central High Atlas mountains. Within the oasis, a few of these rivers join together to form the river known as Oued el-Hajjaj, which in turn joins the Oued Dadès (Dadès River) a short distance further south. Housing First
Housing First is a policy that offers unconditional, permanent housing as quickly as possible to homeless people, and other supportive services afterward. It was first discussed in the 1990s, and in the following decades became government policy in certain locations within the Western world. There is a substantial base of evidence showing that Housing First is both an effective solution to homelessness and a form of cost savings, as it also reduces the use of public services like hospitals, jails, and emergency shelters. A randomized controlled trial (or randomized control trial; RCT) is a form of scientific experiment used to control factors not under direct experimental control.
