SAMHSA
The Substance Abuse and Mental Health Services Administration (SAMHSA; pronounced ) is a branch of the U.S. Department of Health and Human Services (HHS). SAMHSA is charged with improving the quality and availability of treatment and rehabilitative services in order to reduce illness, death, disability, and the cost to society resulting from substance abuse and mental illnesses. The Administrator of SAMHSA reports directly to the Secretary of the U.S. Department of Health and Human Services. SAMHSA's headquarters building is located outside of Rockville, Maryland. As part of the announced 2025 HHS reorganization, SAMHSA is planned to be integrated into the new Administration for a Healthy America. The Administration for a Healthy America (AHA) is a planned operating agency within the U.S. Public Health Service in the Department of Health and Human Services (HHS), to be created as part of the HHS reorganization of 2025 under the administration of President Donald Trump. Its creation was announced on March 27, 2025, and is planned to be established through the consolidation of multiple existing public health agencies. The consolidation has a stated goal of improving efficiency and reducing redundancy within HHS, and is intended to improve coordination among similar programs and streamline the delivery of services, particularly for low-income populations. Terry L. Cline (born 1958) is an American psychologist and public health policy specialist from Oklahoma. Cline resigned on October 30, 2017 from the Oklahoma State Department of Health. He has served in various positions under Governors of Oklahoma Frank Keating (R), Brad Henry (D), and Mary Fallin (R).
