S. Ramassamy
Subrahmanyan Ramassamy (5 June 1939 – 15 May 2017) was an Indian politician who was the fourth Chief Minister of the Union Territory of Puducherry, then Pondicherry. He served 3rd Assembly from 6 March 1974 to 28 March 1974 and 4th Assembly from 2 July 1977 to 12 November 1978. Political career Ramaswamy started his political career in Dravida Munnetra Kazhagam and became the Home Minister of Pondicherry in the Dravida Munnetra Kazhagam - Communist Party of India coalition ministry from 1969 to 1973 but soon after shifted his allegiance to the All India Anna Dravida Munnetra Kazhagam in 1973 a Party founded by M. G. Ramachandran in 1972 as a breakaway faction of the Dravida Munnetra Kazhagam. In accordance with the Constitution of India, the lieutenant governor is a union territory's ''de jure'' head, but ''de facto'' executive authority rests with the chief minister. The lieutenant governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. The Puducherry Legislative Assembly is the unicameral legislature of the Indian union territory (UT) of Puducherry, which comprises four districts: Puducherry, Karaikal, Mahé and Yanam. Out of eight union territories of India, only three have legislatures and they are Delhi, Puducherry and Jammu and Kashmir. After delimitation shortly after its formation, the Puducherry legislative assembly has 33 seats, of which 5 are reserved for candidates from scheduled castes and 3 members are nominated by the Government of India. 30 out of 33 Members are elected directly by the people on the basis of universal adult franchise and the remaining three are nominated by the central government. Karaikal ( /kʌdɛkʌl/, french: Karikal /kaʁikal/) is a town of the Indian Union Territory of Puducherry. Karaikal was sold to the French by the Rajah of Thanjavur and became a French Colony in 1739. The French held control, with occasional interruptions from the British, until 1954, when it was de facto incorporated into the Republic of India (de jure in 1962), along with Mahé, Yanaon, and Pondichéry. Etymology The origin of the word Karaikal is uncertain. The Imperial Gazetteer of British India gives its meaning as 'fish pass'. Both the words 'Karai' and 'Kal' have several meanings, of which the more acceptable ones are 'lime mix' and 'canal' respectively. Hence it has been suggested that the name may mean a canal built of lime mix, however, no trace of such a canal is evident.
