Mullens, West Virginia
Mullens is a city in Wyoming County, West Virginia. The population was 1,475 at the time of the 2020 census. Located in a valley along the Guyandotte River within a mountainous region of southern West Virginia, the town was nearly destroyed by flash flooding in July 2001. While the town has attempted to redevelop with the aid of state and federal recovery money, many local businesses and residents have left the area permanently. History Mullens was incorporated as a town on September 17, 1912 and operated under a charter issued by the Circuit Court of Wyoming County. It was named for A. J. Mullins, who owned the land upon which the town is built. The town's original name was spelled with an "i"; a recording error accounts for the error in spelling, which was never corrected. Upper Guyandotte Watershed Association
The Guyandotte River is a tributary of the Ohio River, approximately 166 mi (267 km) long, in southwestern West Virginia in the United States. It was named after the French term for the Wendat Native Americans. It drains an area of the unglaciated Allegheny Plateau south of the Ohio between the watersheds of the Kanawha River to the northeast and Twelvepole Creek and the Big Sandy River to the southwest. Via the Ohio River, it is part of the Mississippi River watershed. Course The Guyandotte River is formed in southwestern Raleigh County by the confluence of three streams, Winding Gulf, Stonecoal Creek, and the Devils Fork. The Guyandotte flows initially west-northwestwardly into Wyoming and Mingo counties. AmeriCorps VISTA is a national service program designed to alleviate poverty. President John F. Kennedy originated the idea for VISTA, which was founded as Volunteers in Service to America in 1965, and incorporated into the AmeriCorps network of programs in 1993. VISTA is an acronym for Volunteers in Service to America. On March 11, 2018, President Donald Trump sent his official Fiscal Year 2020 (FY 2020) Budget request to Congress. As outlined in his previous fiscal year budgets, this budget proposes the elimination of the Corporation for National and Community Service (CNCS) in FY 2020. It provides funding for an orderly shutdown, including all CNCS programs, such as Senior Corps and AmeriCorps (which includes VISTA and NCCC). In urban planning, brownfield land is any previously developed land that is not currently in use. It may be potentially contaminated, but this is not required for the area to be considered brownfield. The term is also used to describe land previously used for industrial or commercial purposes with known or suspected pollution including soil contamination due to hazardous waste. Examples sites include abandoned factories, landfills, dry cleaning establishments and gas stations. Typical contaminants include hydrocarbon spillages, solvents and pesticides, as well as heavy metals like lead, tributyl tins and asbestos. Many contaminated brownfield sites sit unused for decades as involuntary parks because cleaning cost is more than land worth after redevelopment. Rural community development encompasses a range of approaches and activities that aim to improve the welfare and livelihoods of people living in rural areas. As a branch of community development, these approaches pay attention to social issues particularly community organizing. This is in contrast to other forms of rural development that focus on public works (e.g. rural roads and electrification) and technology (e.g. tools and techniques for improving agricultural production).
