Rosoboronexport
JSC Rosoboronexport (russian: AO Рособоронэкспорт, ''Rosoboroneksport'') is the sole state intermediary agency for Russia's exports/imports of defense-related and dual use products, technologies and services. The Rosoboronexport Federal State Unitary Enterprise (FSUE) was set up in 2000 by a Decree of the President of Russia and is charged with implementation of the policy of the State in the area of military-technical cooperation between Russia and foreign countries. In 2007, the enterprise was re-registered as Rosoboronexport Open joint-stock company (OJSC). In 2011, Rostekhnologii non-profit state corporation acquired 100% of Rosoboronexport OJSC. The official status of Rosoboronexport guarantees the support of the Russian Government in all export operations. The Rosoboronexport State Corporation is exclusively entitled to supply the international market the whole range of Russian armaments officially allowed for export. Aleksandr Mikheyev
Aleksandr Alexandrovich Mikheyev (; born 18 November 1961) is a Russian engineer and business executive serving as director of Rosoboronexport since January 2017. Life Mikheyev was born 18 November 1961 in Moscow. He completed a degree in the operation of aircraft and aircraft engineers from the Moscow State Technical University of Civil Aviation. He completed postgraduate studies at the Military Academy of the General Staff of the Armed Forces of Russia in 2005. In 2006, he earned a degree in finance at the Financial University under the Government of the Russian Federation. He earned a Ph.D. in economics. Mikheyev joined Rosoboronexport in 2001. He has held various positions including head of the export department for special equipment and services to the air force. On 24 September 2013, he became director of Russian helicopters. A unitary enterprise (russian: унитарное предприятие) is a government-owned corporation in Russia and some other post-Soviet states. Unitary enterprises are business entities that have no ownership rights to the assets that they use in their operations. This form is possible only for state and municipal enterprises, which respectively operate state or municipal property. The owners of the property of a unitary enterprise have no responsibility for its operation and vice versa. Russia Federal Law No. 161-ФЗ "''On State and Municipal Unitary Enterprises''" (amended July 13, 2015), defines the legal status of unitary enterprises in Russia.
