Rick Billinger
Richard L. Billinger (born December 16, 1951) is an American politician serving as a member of the Kansas Senate for the 40th district. Career Billinger represented the 121st district of the Kansas House of Representatives, was redistricted and ran for the 120th in 2012 and lost his primary to Ward Cassidy, then won the 120th in 2014. Billinger succeeded Ralph Ostmeyer in the Kansas Senate in 2017. Kansas's 40th Senate District
Kansas's 40th Senate district is one of 40 districts in the Kansas Senate. It has been represented by Republican Rick Billinger since 2017, succeeding fellow Republican Ralph Ostmeyer. Geography District 40 covers a vast swath of rural northwestern Kansas, including all of Cheyenne, Decatur, Ellis, Gove, Graham, Logan, Norton, Rawlins, Sheridan, Sherman, Thomas, Trego, and Wallace Counties and part of Phillips County. Communities in the district include Hays, Colby, Goodland, Norton, Ellis, Oakley, WaKeeney, Oberlin, St. Francis, Hill City, Hoxie, and Atwood. Wallace County (standard abbreviation: WA) is a county located in the U.S. state of Kansas. Its county seat is Sharon Springs. As of the 2020 census, the county population was 1,512, making it the second-least populous county in Kansas ( Greeley County is the least). The county was created in 1868 and named in honor of Brigadier general W.H.L. Wallace who was a veteran of the Mexican–American War and a casualty of the Battle of Shiloh.
