Richmond, California City Council
The Richmond City Council is the governing body for the city of Richmond, California. The council consists of the Mayor of Richmond and six other city council members, one designated Vice Mayor. The council members are all elected from the whole city; no members are elected by district or ward. The council members are elected to four-year terms, as opposed to the previous six-year terms. They are not all elected at once. The council members meet every first and third Tuesday of the month and, if necessary, hold special meetings on the remaining Tuesdays. Presently the entire city council is Democratic. History Controversies After Gayle McLaughlin's victory in 2006, the council appointed Harpreet Sandhu who had been the city's Human Relations Director to her vacant city council person seat. A municipal council is the legislative body of a municipality or local government area. Depending on the location and classification of the municipality it may be known as a city council, town council, town board, community council, rural council, village council, or board of aldermen. The Richmond Progressive Alliance (RPA) is a community/political group in Richmond, western Contra Costa County, California, United States. Its mission is to unite the left regardless of political party and was founded by Gayle McLaughlin and Marilyn Langlois. It supports various community efforts including campaigns to force the local Chevron refinery to pay higher taxes and reduce pollution; opposition to racial profiling; and opposition to urban casino development in Point Molate. It supports candidates for the nonpartisan races in the city. Its members include voters registered in the Democratic, Green, and other parties as well as independents. A rubber stamp, as a political metaphor, is a person or institution with considerable ''de jure'' power but little ''de facto'' power — one that rarely or never disagrees with more powerful organizations. Historian Edward S. Ellis called this type of legislature a toy parliament. In situations where this superior official's signature may frequently be required for routine paperwork, a literal rubber stamp is used, with a likeness of their hand-written signature. In essence, the term is meant to convey an endorsement without careful thought or personal investment in the outcome, especially since it is usually expected as the stamper's duty to do so. The ''San Francisco Chronicle'' is a newspaper serving primarily the San Francisco Bay Area of Northern California. Nathaniel Bates
Nathaniel Bates is a former mayor and eight-term city councilman of Richmond, California in addition to being a former professional baseball player in the Canadian League in his earlier years. History He arrived in Richmond in 1942 by train from Texas to join his mother whom worked at the Kaiser Shipyards for the World War II home front. He later served in the United States Army and later as a probation officer for Alameda County. Bates was first elected city councilman in 1967 for a six-year-term. He was appointed mayor from 1971 to 1972. He was subsequently re-elected in 1973 to a second term. Then he was elected again for a four-year term (the voters decreased the term) in 1979 until the end of his term in 1983. He was again appointed mayor from 1976 to 1977.
