The ''Ottawa Citizen'' is an English-language daily newspaper owned by Postmedia Network in Ottawa, Ontario, Canada. History Established as ''The Bytown Packet'' in 1845 by William Harris (journalist), William Harris, it was renamed the ''Citizen'' in 1851.
