Richard B. Adkisson
Richard Blanks Adkisson (October 12, 1932 – May 18, 2011) was chief justice of the Arkansas Supreme Court from 1980 to 1984. Born in Faulkner County, Arkansas, Adkisson attended various public schools in the region, and then joined the United States Air Force, serving from January 1951 to July 1954. He then received a B.A. from the University of Arkansas in 1957, and a J.D. from the same institution in 1959. After working in private practice for a time, Adkisson was chief assistant attorney general of Arkansas from 1963 to 1966, and then a prosecuting attorney for the Sixth Judicial Circuit in Little Rock, Arkansas, from 1967 to 1970. In 1970, Adkisson was elected as a judge of the Pulaski County Circuit Court, to which he was reelected in 1974 and 1978. Arkansas Supreme Court
The Supreme Court of Arkansas is the highest court in the state judiciary of Arkansas. It has ultimate and largely discretionary appellate jurisdiction over all state court cases that involve a point of state law, and original jurisdiction over a narrow range of cases. The Supreme Court holds the power of judicial review, the ability to invalidate a statute for violating a provision of the Arkansas Constitution. It is also able to strike down gubernatorial directives for violating either the Constitution or statutory law. However, it may act only within the context of a case in an area of law over which it has jurisdiction. Faulkner County, Arkansas
Faulkner County is located in the Central Arkansas region of the U.S. state of Arkansas. As of the 2010 census, the population was 113,237, making it the fifth most populous of Arkansas's 75 counties. The county seat and largest city is Conway. Faulkner County was created on April 12, 1873, one of nine counties formed during Reconstruction, and is named for Sandford C. Faulkner, better known as Sandy Faulkner, a popular figure in the state at the time. Sir John Alexander Macdonald (January 10 or 11, 1815 – June 6, 1891) was the first prime minister of Canada, serving from 1867 to 1873 and from 1878 to 1891. The dominant figure of Canadian Confederation, he had a political career that spanned almost half a century. The following is a list of justices of the Arkansas Supreme Court. Article VI, Section 1, of the Arkansas Constitution of 1836 established a Supreme Court; Section 2 declared it would consist of three judges, including a chief justice. The Reconstruction Constitution of 1868, which placed the state under military control, added two justices; the Arkansas Constitution of 1874 rolled back the expansion, but stipulated that once the population of the state should "amount to one million, the General Assembly may, if deemed necessary, increase the number of judges of the Supreme Court to five." In 1889, the population milestone was reached, and the legislature authorized a total of five justices. Constitutional sanction of the enlargement came in 1924 with voter approval of Amendment 9, which also allowed for the future legislative creation of two additional judgeships. Webster Lee "Webb" Hubbell (born January 18, 1948) is a former United States Associate Attorney General from 1993 to 1994 who as part of the Whitewater controversy pled guilty to one count of wire fraud and one count of failing to disclose a conflict of interest, and was sentenced to 21 months. Early life and education Born and raised in Little Rock, Arkansas, Webster Hubbell was a three-sport letterman at Hall High School. He attended the University of Arkansas on a football scholarship where he played offensive tackle for the Arkansas Razorbacks. In his senior year (1968/69), the Razorbacks were SWC co-champions and beat undefeated Georgia in the Sugar Bowl. Hubbell was selected in the eighth round (197th overall) in the 1969 NFL draft by the Chicago Bears, but an injury ended his football career.
