Red Tape Commission
The Red Tape Commission was a Canadian body created by the Progressive Conservative government in Ontario in 1996 to deal with the 1995 election commitment to reduce red tape (excessive bureaucracy and regulation) for small businesses and individuals and to promote business planning within the broader public sector. It consisted of seven Progressive Conservative Members of Provincial Parliament and six staff members drawn from the Ontario civil service. In addition to annual reviews of all regulations administered by every Ministry of the government, the Commission also initiated specific policy reviews, such as a "Highway Incident Management Study" in 2002, which sought to develop better co-ordination of emergency services dealing with highway accidents. Originally established as a temporary body, the Commission was re-constituted in 2000 as a permanent body, co-chaired by Frank Sheehan and Bob Woods. Red Tape
Red tape is an idiom referring to regulations or conformity to formal rules or standards which are claimed to be excessive, rigid or redundant, or to bureaucracy claimed to hinder or prevent action or decision-making. It is usually applied to governments, corporations, and other large organizations. Things often described as "red tape" include filling out paperwork, obtaining licenses, having multiple people or committees approve a decision and various low-level rules that make conducting one's affairs slower, more difficult, or both. Red tape has been found to hamper organizational performance and employee wellbeing by meta-analytic studies in 2020. A related concept, administrative burden, refers to the costs citizens may experience in their interaction with government even if bureaucratic regulations or procedures serve legitimate purposes. Frank Sheehan
Francis Xavier Sheehan (1933 – December 17, 2013) was a Canadian politician. He was a Progressive Conservative member of the Legislative Assembly of Ontario from 1995 to 1999. Background Sheehan graduated with a Bachelor of Commerce degree from the University of Windsor. He served as the president of Sheehan & Rosie, Insurance Brokers and was the chairman and co-founder of the Wayside House and Wayside Community Residential Centre. Sheehan was also a co-founder of the right-wing Taxpayers Coalition of Ontario. He was married for 54 years to Diane and father of 7 children. Politics In 1970, he was elected as a trustee to the Lincoln County Separate School Board. In the 1995 provincial election, Sheehan was elected in the southern Ontario riding of Lincoln defeating Liberal candidate Harry Pelissero and NDP incumbent Ron Hansen. Steve Gilchrist
Steve Gilchrist (born July 7, 1954) is a former politician in Ontario, Canada. He was a Progressive Conservative Party of Ontario, Progressive Conservative member of the Legislative Assembly of Ontario from 1995 to 2003, and served as a cabinet minister in the government of Mike Harris. Background His father, Gordon Gilchrist, was a Progressive Conservative Party of Canada, Progressive Conservative member of the House of Commons of Canada. Gilchrist was educated at Queen's University at Kingston, Queen's University, receiving a Bachelor of Commerce degree in 1975. Prior to entering elected office, he operated a number of Canadian Tire franchise stores from 1971 to 1995, including one of the largest stores in the chain. Gilchrist was involved in several other business ventures, including the construction of a shopping centre (The Town & Country Centre) in Cobourg, Ontario in 1989.
