Ralph M. Hughes
Ralph M. Hughes (born April 17, 1948) is an American politician who represented district 40 in the Maryland State Senate from 1991 to 2007 and a member of the Maryland House of Delegates from the same district from 1983 to 1991. Background Hughes was born in Baltimore, Maryland, April 17, 1948. He attended Baltimore City Public Schools and graduated from Baltimore City College in 1966. Hughes went on to Morgan State College earning a B.A. degree in 1970. Three years later he completed the Howard University School of Law earning a J.D. The Johns Hopkins University, M.A.S., 1985. Professor (criminal justice), Coppin State University, from 2007. Member, Monumental City Bar Association. He is a member of the Mount Hope Baptist Church in Baltimore and is married. In the legislature Hughes won his first election in 1982, running for one of three seats in Baltimore's 40th legislative district to the Maryland House of Delegates. Baltimore City Delegation
The Baltimore City Delegation refers to the delegates who are elected from districts in Baltimore to serve in the Maryland House of Delegates in the United States. By 1983, the Baltimore City Delegation had 27 members, 3 each from 9 districts totally within Baltimore City. At the beginning of the 2023 legislative session that number had dropped to 14 members due to a loss in population in Baltimore City. The chairman of the delegation is chosen via an open ballot by the members of the delegation and usually serves for four years. The delegation usually meets weekly during the regular session of the Maryland General Assembly in the Baltimore City Delegation Room of the Lowe House Office Building in Annapolis. Legislative Black Caucus Of Maryland
The Legislative Black Caucus of Maryland, Inc. (also known as The Maryland Legislative Black Caucus) is an American political organization composed of African Americans elected to the Maryland General Assembly. Incorporated in 1970, the Caucus membership has grown from 17 to 58 and is one of the largest state legislative black caucuses in the country. Founding The Caucus was incorporated in 1970 by Lena King Lee, then a member of the Maryland House of Delegates. Coppin State University
Coppin State University (Coppin) is a public historically black university in Baltimore, Maryland. It is part of the University System of Maryland and a member of the Thurgood Marshall College Fund. In terms of demographics, the Coppin State student population is 76% female and 83% Black or African American. History Coppin State University was founded in 1900 at what was then called ''Colored High School'' (later named ''Douglass High School'') on Pennsylvania Avenue by the Baltimore City School Board. It first had a one-year training course for the preparation of African-American elementary school teachers. By 1902, the training program was expanded to a two-year Normal Department within the high school. Seven years later it was separated from the high school and given its own principal.
