Rafael Fernández Álvarez
Rafael Luis Fernández Álvarez (September 17, 1913 – December 18, 2010) was a Spanish politician and former political exile. Fernández served as the President of the Regional Council of Asturias from 1978 until 1981 before becoming the first President of the Principality of Asturias from 1981 until May 1983. He was a member of the regional Federación Socialista Asturiana (FSA-PSOE) and the larger Spanish Socialist Workers' Party (PSOE). Rafael Luis Fernández Álvarez was born into a poor family on September 17, 1913, in Oviedo, the capital of Asturias, Spain. His father, Carlos, was employed at the Fábrica de Armas, an arms factory in Oviedo. His mother, Dolores, operated a catering business in Oviedo. Fernández Álvarez enrolled at the University of Oviedo, but did not complete his law degree at the university. The President of the Principality of Asturias ( es, Presidente del Principado de Asturias); ast, Presidente del Principáu d'Asturies) is the head of government of the Spanish autonomous community of Asturias. The president is chosen by the General Junta of the Principality of Asturias, autonomous parliamentary institution. Election The president is elected after the constitution of the General Junta or after the cessation of the former president. A deputy can be nominated as candidate only if at least five members propose him. Belarmino Tomás Álvarez (29 April 1892 – 14 September 1950) was a socialist politician. A secretary of the ''Sindicato Minero Asturiano'' (the local coal miners' branch of the Unión General de Trabajadores, UGT), and a delegate to the International Miners' Federation. As a prominent labor organizer, Tomás led militias formed by workers during the "'' Revolution of Asturias''" of October 1934, being the president of the new revolutionary state (5-15 of October). He was a revolutionary not just to face only the right-wing government, but also the Second Spanish Republic. The Statute of Autonomy of the Principality of Asturias is a Spanish Organic Law that determines the fields, bodies and institutions of self-government of the Asturian autonomous community. History On 1 June 1979, the political parties represented in the Deputation of Oviedo ( UCD, PSOE, PCA and CD) agreed to start the autonomy process. The draft of the Statute of Autonomy would follow the article 143.1 of the Spanish Constitution, after being approved by 72 of the 78 municipalities of Asturias. On 22 April 1980 the project was sent to the Congress of Deputies. It would be approved on 15 December 1981. The Organic Law 7/1981, of the Statute of Autonomy for Asturias was published in the BOE on 30 December 1981.
