Rafael Addiego Bruno
Rafael Addiego Bruno (23 February 1923 – 20 February 2014) was a Uruguayan jurist and political figure. He was President of Uruguay, as an interim chief executive, between February and March 1985 and between the resignation of Gregorio Álvarez and accession to office of Julio María Sanguinetti. Background Addiego had been president of the Supreme Court since 1984 when the sitting president, General Gregorio Álvarez, who did not look favourably on the candidacy of the Colorado Party's Sanguinetti and his subsequent election to the presidency in November 1984, opted under pressure to resign in February 1985. By 1985 there had been increasing divisions among members of the National Security Council, which had originally sponsored Álvarez's appointment to the presidency in 1981. In addition, Sanguinetti and his Colorado Party supporters felt they had strong reasons to seek to discredit Álvarez in favour of their candidate. The president of Uruguay ( es, Presidente del Uruguay), officially known as the president of the Oriental Republic of Uruguay (), is the head of state and head of government of Uruguay. Their rights are determined in the Constitution of Uruguay. Along with the Secretariat of the Presidency, the Council of Ministers and the director of the Office of Planning and Budget, the President is part of the executive branch. In case of absence, their office is exercised by the vice president. In turn, the president of the republic is the commander in chief of the Armed Forces. Since 1990, the president's term has begun and ended on 1 March. Salto Department
Salto Department () is a department of the northwestern region of Uruguay. It has an area of and a population of 124,878. Its capital is the city of Salto. It borders Artigas Department to its north, Paysandú Department to its south, the departments of Rivera and Tacuarembó to its east and has the Río Uruguay flowing at its west, separating it from Argentina. History The first division of the Republic in six departments happened on 27 January 1816. Two more departments were formed later in that year. At the time, Paysandú Department included all the territory north of the Río Negro, which included the actual departments of Artigas, Rivera, Tacuarembó, Salto, Paysandú and Río Negro. The politics of Uruguay abide by a presidential representative democratic republic, under which the President of Uruguay is both the head of state and the head of government, as well as a multiform party system. The Vice President replaces the elected President in case of his death or absence.
