The is the upper house of the National Diet of Japan. The House of Representatives is the lower house. The House of Councillors is the successor to the pre-war House of Peers. If the two houses disagree on matters of the budget, treaties, or designation of the prime minister, the House of Representatives can insist on its decision. In other decisions, the House of Representatives can override a vote of the House of Councillors only by a two-thirds majority of members present. The House of Councillors has 248 members who each serve six-year terms, two years longer than those of the House of Representatives. Councillors must be at least 30 years old, compared with 25 years old in the House of Representatives. The House of Councillors cannot be dissolved, and terms are staggered so that only half of its membership is up for election every three years. ''JANJAN'' (), short for ''Japan Alternative News for Justices and New Cultures'' (), was a Japanese online newspaper started by Ken Takeuchi, journalist and former mayor of Kamakura, Kanagawa. Launched in February 2003, the newspaper is credited for pioneering citizen journalism in Japan. After registration, anyone was free to post comments on the JANJAN website. However, there were different windows for registering depending on the nationality or ethnicity of the potential poster (i.e. a different one for "Foreigners" (外国の方) and Japanese). The bulk of the newspaper's revenue came from advertisements by its corporate sponsor. Due a lack of revenue, the newspaper ceased publication at the end of March 2010. The was a political party in Japan. History The party was established in January 1960 by a breakaway faction of the Japanese Socialist Party. Led by Suehiro Nishio, it was made up of members of the most moderate wing of the former Rightist Socialist Party of Japan, a moderate faction that had existed as an independent party between 1948 and 1955 before reluctantly merging back together with the Leftist Socialist Party of Japan. Although long-standing ideological differences and factional rivalries played a key role, the proximate cause of the split was internal disagreements over how to conduct the ongoing Anpo protests against revision of the Treaty of Mutual Cooperation and Security Between the United States and Japan, known as Anpo in Japanese, and whether or not to cooperate with the Communist Party of Japan in doing so.
