Russian Famine Relief Act
The Russian Famine Relief Act of 1921 authorized the expenditure of $20,000,000 for the purchase of American foodstuffs to send to post-Russian Revolution, revolutionary Russia for relief of the Russian famine of 1921–22. The Act was overseen by Herbert Hoover, serving simultaneously as the U.S. Secretary of Commerce and the head of the American Relief Administration, and signed into law in late December. With the Russian Civil War winding down, and Lenin having implemented the pseudo-Capitalist New Economic Policy (NEP) in order to get the Russian economy back on its feet, some like Hoover and Sen. William E. Borah of Idaho that hoped that the aid would serve as political leverage against the Bolshevik regime. Others, President Warren G. Henry Wilson Temple
Henry Wilson Temple (March 31, 1864 – January 11, 1955) was a Progressive and a Republican member of the U.S. House of Representatives from Pennsylvania. Temple was born in Belle Center, Ohio. He graduated from Geneva College in Beaver Falls, Pennsylvania, in 1883, and from the Reformed Presbyterian Theological Seminary in Allegheny, Pennsylvania, in 1887. Before his ordination to the ministry, he worked at Reformed Presbyterian congregations in and around Mankato, Kansas. After his ordination, he served as the pastor of churches in Jefferson County, Leechburg, and Washington, Pennsylvania. He worked as professor of political science at Washington and Jefferson College in Washington, Pennsylvania, from 1898 to 1913. Temple was elected as a Progressive to the Sixty-third Congress. Throughout Russian history famines and droughts have been a common feature, often resulting in humanitarian crises traceable to political or economic instability, poor policy, environmental issues and war. Droughts and famines in the Russian Empire tended to occur fairly regularly, with famine occurring every 10–13 years and droughts every five to seven years. Henry Cabot Lodge
Henry Cabot Lodge (May 12, 1850 November 9, 1924) was an American Republican politician, historian, and statesman from Massachusetts. He served in the United States Senate from 1893 to 1924 and is best known for his positions on foreign policy. His successful crusade against Woodrow Wilson's Treaty of Versailles ensured that the United States never joined the League of Nations and his reservations against that treaty influenced the structure of the modern United Nations. Lodge received four degrees from Harvard University and was a widely published historian. His close friendship with Theodore Roosevelt began as early as 1884 and lasted their entire lifetimes, even surviving Roosevelt's bolt from the Republican Party in 1912. The New Economic Policy (NEP) () was an economic policy of the Soviet Union proposed by Vladimir Lenin in 1921 as a temporary expedient. Lenin characterized the NEP in 1922 as an economic system that would include "a free market and capitalism, both subject to state control", while socialized state enterprises would operate on "a profit basis". The NEP represented a more market-oriented economic policy (deemed necessary after the Russian Civil War of 1918 to 1922) to foster the economy of the country, which had suffered severely since 1915.
