Russell Soaba (born 1950, Tototo, Milne Bay) is a writer from Papua New Guinea, who was educated there, in Australia and in the United States at Brown University. Milne Bay
Milne Bay is a large bay in Milne Bay Province, south-eastern Papua New Guinea. More than long and over wide, Milne Bay is a sheltered deep-water harbor accessible via Ward Hunt Strait. It is surrounded by the heavily wooded Stirling Range to the north and south, and on the northern shore, a narrow coastal strip, soggy with sago and mangrove swamps. The University of Papua New Guinea (UPNG) is a university located in Port Moresby, capital of Papua New Guinea. It was established by ordinance of the Australian administration in 1965. This followed the Currie Commission which had enquired into higher education in Papua New Guinea. The University of Papua New Guinea Act No. 18, 1983 bill repealing the old Ordinance was passed by the National Parliament in August 1983. The university has moved from a departmental to a school structure to foster interdisciplinary and inter-school relationships. The university's library is known as the Michael Somare Library, named after the country's first Prime Minister Sir Michael Somare.
