Russell Allan Higgins is a former senior Australian public servant and policymaker. Life and career Higgins was appointed Secretary of the Department of Industry, Science and Tourism on 27 January 1997. After the department was abolished in 1998, Higgins was appointed Secretary of the new Department of Industry, Science and Resources. In 2006, Higgins was appointed to the Prime Ministerial Task Group on Emissions Trading. Higgins was appointed Chair of the Board of the Global CCS Institute in June 2009. The Department of Industry, Science and Resources (DISR) is an Australian government department from 1 July 2022. Formerly known as Department of Industry, Science, Energy and Resources (DISER), the Climate Change and Energy responsibility was transferred to Department of Climate Change, Energy, the Environment and Water. Prime Ministerial Task Group on Emissions Trading was a Task Group set up on 10 December 2006 by Australian Prime Minister John Howard to develop an Australian Carbon Trading Scheme. The terms of reference of the task group was: :Australia enjoys major competitive advantages through the possession of large reserves of fossil fuels and uranium. In assessing Australia’s further contribution to reducing greenhouse gas emissions, these advantages must be preserved. :Against this background the Task Group will be asked to advise on the nature and design of a workable global emissions trading system in which Australia would be able to participate. Gregory Frank Taylor is a retired Australian senior public servant, he was head of the Department of Primary Industries and Energy between 1993 and 1996. From 1997 to 2000 Taylor was Executive Director at the International Monetary Fund. Career Taylor was appointed to his first Secretary role at the head of the Department of Employment, Education and Training in 1989. In 1993, he shifted to the Department of Primary Industries and Energy, and in 1996 to the Department of Industry, Science and Tourism.
