The 8th arrondissement of Paris (''VIIIe arrondissement'') is one of the 20 arrondissements of the capital city of France. In spoken French, the arrondissement is colloquially referred to as ''le huitième'' ("the eighth"). The arrondissement, called Élysée, is situated on the right bank of the River Seine and centred on the Avenue des Champs-Élysées. Louis Philippe, comte de Ségur (10 December 175327 August 1830) was a French diplomat and historian. Biography Ségur was born in Paris, the son of Philippe Henri, marquis de Ségur and Louise Anne Madeleine de Vernon. He entered the army in 1769, served in the American War of Independence in 1781 as a colonel under Rochambeau.
