Rudolf Hommes Rodríguez (born 6 December 1943) is a Colombian economist and politician, who served as Minister of Finance and Public Credit under the administration of President César Gaviria, introducing various liberal policies in Colombia's Economy. He is also a regular columnist on various Colombian media outlets, focusing mostly in finances. César Augusto Gaviria Trujillo ( ; born 31 March 1947) is a Colombian economist and politician who served as the President of Colombia from 1990 to 1994, Secretary General of the Organization of American States from 1994 to 2004 and National Director of the Colombian Liberal Party from 2005 to 2009.
