Rolando Andaya
Rolando Aureo Gutierrez Andaya Jr. (March 10, 1969 – June 30, 2022), also known as Nonoy Andaya, was a Filipino lawyer and politician who served as a member of the House of Representatives of the Philippines. He represented the 1st district of Camarines Sur from 1998 to 2006 and again from 2010 to 2019. He was a House Deputy Speaker from 2016 to 2018 in the 17th Congress. He then served as the House Majority Leader from 2018 to 2019. He was also the Secretary of Budget and Management from 2006 to 2010 in President Gloria Macapagal Arroyo's cabinet. Early life and education Born Rolando Aureo Gutierrez Andaya, Jr. on March 10, 1969, in Manila, he is the son of former congressman Rolando Andaya Sr. and Rita Gutierrez. His grandfather, Tomas Andaya, was mayor of Ragay, Camarines Sur in the 1960s.
