Rogers Free Library Act
Often referred to as the Rogers Free Library Act, the Rogers Act of 1878 (officially, California State Senate Bill Number 1) was an 1877 bill written in the upper house of the California State Legislature and signed into law on March 18, 1878, by Governor of California William Irwin. It was entitled "An Act to establish and maintain free public libraries and reading rooms" and popularly named after its lead author, State Senator George H. Rogers. Content The general provisions were permissive rather than mandatory. They granted authority for public library maintenance to California's incorporated municipal governments; allowed cities to levy taxes "not to exceed one mill on the dollar" (a property tax rate equal to of one cent per dollar of assessed value) to support public libraries; and set limits on the powers of library trustees. Sacramento Public Library
Sacramento Public Library is a public library system in Sacramento, California. With nearly 2 million items, it is the fourth largest library system in California. History Founding The Sacramento Library Association was established in October 1857 as a public subscription library, and its first roster listed many prominent citizens, including E. B. Crocker, C. P. Huntington, and Leland Stanford. In 1872, the association acquired a building on I Street between 7th and 8th and furnished a library on the first floor. By 1879, the Library Association was facing financial difficulties and offered to transfer ownership to the City of Sacramento on the condition that it be made free. The proposal was brought to a vote in the March elections and passed. Marysville is a city and the county seat of Yuba County, California, located in the Gold Country region of Northern California. As of the 2010 United States Census, the population was 12,072, reflecting a decrease of 196 from the 12,268 counted in the 2000 Census. It is part of the Yuba-Sutter area of Greater Sacramento.
