Robin Blair
Robin Orr Blair, CVO, WS (born 1 January 1940), former Lord Lyon King of Arms of Scotland, is a retired solicitor, and was a partner with Dundas & Wilson CS and later with Turcan Connell. From 1988 until his appointment as Lord Lyon, he held the post of Purse Bearer to the Lord High Commissioner to the General Assembly of the Church of Scotland. He is a member of the Royal Company of Archers. He was appointed Lord Lyon on 9 February 2001, the first to have been appointed in accordance with the European Union's rules for appointments to the public service and the first senior member of the Royal Household in Scotland to have been appointed by the Scottish Executive rather than Whitehall. He was appointed after the position was publicly advertised. The Court of the Lord Lyon (the Lyon Court) is a standing court of law, based in New Register House in Edinburgh, which regulates heraldry in Scotland. The Lyon Court maintains the register of grants of arms, known as the Public Register of All Arms and Bearings in Scotland, as well as records of genealogies. The Lyon Court is a public body, and the fees for grants of arms are paid to HM Treasury. It is headed by the Lord Lyon King of Arms, who must be legally qualified, as he has criminal jurisdiction in heraldic matters, and the court is fully integrated into the Scottish legal system, including having a dedicated prosecutor, known in Scotland as a procurator fiscal. David Sellar
William David Hamilton Sellar, Member of the Royal Victorian Order, MVO, FRHistS, FSA (Scot), Royal Heraldry Society of Canada, FRHSC (Hon) (27 February 1941 – 26 January 2019) served as Lord Lyon King of Arms from 2008 to 2014. He was married, with three adult sons and a step-son. Sellar read history at University of Oxford, Oxford University graduating as Bachelor of Arts before gaining a law degree (LLB) from the University of Edinburgh. He qualified as a Scottish people, Scottish solicitor in 1966, and after two years as a legal assessor with the Scottish Land Court joined in 1968 the University of Edinburgh School of Law, Faculty of Law at the University of Edinburgh, where he was elected an Honorary Fellow. Sir Malcolm Rognvald Innes of Edingight (25 May 1938 – 20 September 2020) was Lord Lyon King of Arms of Scotland from 1981 until 2001. Early life He was the son of Sir Thomas Innes of Learney (Lord Lyon from 1945 to 1969) and Lady Lucy Buchan, daughter of Norman Macleod Sinclair, 18th Earl of Caithness. He was educated at Edinburgh Academy and at the University of Edinburgh where he studied law. Career He was appointed a Writer to the Signet in 1964.
