Robert M. Scotten
Robert McGregor Scotten (1891–1968) was an American ambassador to Costa Rica Costa Rica (, ; ; literally "Rich Coast"), officially the Republic of Costa Rica ( es, República de Costa Rica), is a country in the Central American region of North America, bordered by Nicaragua to the north, the Caribbean Sea to the no ..., Ecuador, and New Zealand. Born in Detroit, Michigan on August 18, 1891, his father was Oren Scotten and his mother was Mary Clarke (McGregor) Scotten. Scotten served as Foreign Service officer; U.S. Consul in Asuncion from 1926 to 1927. He was ambassador to the Dominican Republic from 1940 to 1942, later he served as ambassador to Costa Rica from 1942 to 1943, Ecuador from 1943 to 1947, New Zealand first as minister from 1947 to 1948 and then as ambassador (reaccredited) 1948 to 1955. Ambassadors of the United States are persons nominated by the president to serve as the country's diplomatic representatives to foreign nations, international organizations, and as ambassadors-at-large. Under Article II, Section 2 of the U.S. Constitution, their appointment must be confirmed by the United States Senate; while an ambassador may be appointed during a recess, they can serve only until the end of the next session of Congress, unless subsequently confirmed. United States Ambassador To New Zealand
The United States has maintained a Consul (representative), consular presence in New Zealand since 1838. The first consul was James Reddy Clendon. Born in England, Clendon was a ship owner and merchant who bought land and settled in the Bay of Islands, New Zealand. In 1838 he was appointed by the federal government of the United States as consul for New Zealand. He was based at his property at Okiato, which in 1840 became the Capital of New Zealand, capital and was renamed Russell (not to be confused with present-day Russell, New Zealand, Russell). He held this position until 1841. On July 16, 2021 President Joe Biden nominated former United States Senate, Senator Tom Udall to serve as United States Ambassador to New Zealand and United States Ambassador to New Zealand, Samoa.
