Robert H. Hall
Robert Howell Hall (November 28, 1921 – October 14, 1995) was a United States district judge of the United States District Court for the Northern District of Georgia. Education and career Born in Soperton, Georgia, Hall received a Bachelor of Science degree from the University of Georgia in 1941 and was in the United States Army Reserve JAG Corps during World War II, from 1942 to 1946. He received a Bachelor of Laws from the University of Virginia School of Law in 1948. He was a Professor of law at Emory University School of Law from 1948 to 1961, and was also a lawyer for the State Attorney General's Office of Georgia from 1953 to 1961, serving therein as a deputy assistant state attorney general from 1953 to 1959 and then Chief of the Criminal Division until 1961. He was a judge of the Georgia Court of Appeals from 1961 to 1969, presiding judge of that court from 1969 to 1974, and a justice of the Supreme Court of Georgia from 1974 to 1979. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. The Georgia Court of Appeals is the intermediate-level appellate court for the U.S. state of Georgia. History Founding of the court The genesis of the Court of Appeals began with a report by the State Bar of Georgia in 1895, suggesting that the Georgia State Legislature create a new intermediate appellate court to relieve the Georgia Supreme Court of some of its rapidly growing caseload. The Legislature declined to create a new appellate court, choosing instead to increase the size of the Supreme Court from three judges to five, then later to six. In 1902, Georgia Supreme Court justice Andrew J. Cobb gave a presentation to the State Bar addressing a number of proposals to alleviate the Supreme Court's workload, including the creation of an intermediate court of appeals.
