Rivera () is the capital of Rivera Department of Uruguay. The border with Brazil joins it with the Brazilian city of Santana do Livramento, which is only a street away from it, at the north end of Route 5. Together, they form an urban area of around 200,000 inhabitants. As of the census of 2011, it is the sixth most populated city of Uruguay. History On 21 March 1860 a ''pueblo'' (village) named Pereira was created by the Act of Ley Nº 614. On 7 May 1862, it was substituted by the ''villa'' (town) named Ceballos and founded by the Act of Ley Nº 704, in honour of the Spanish viceroy Pedro de Cevallos. Santana Do Livramento
Santana do Livramento is a city in the state of Rio Grande do Sul, Brazil. It is located along the border with the city of Rivera, Uruguay, forming together an international city of almost 170,000 inhabitants. Santana do Livramento was founded on July 30, 1823, and in 1857 was emancipated from Alegrete as a city. In 2009, the city was officially declared by the Brazilian government as the symbolic city of Brazilian integration with the Mercosur member states. Route 5 (Uruguay)
Route 5 is a national route of Uruguay. In 1975, it was assigned the name Brigadier General Fructuoso Rivera, a national hero of Uruguay. It is one of the most important highways in country, along with Route 3, connecting Montevideo in the south with Rivera in the north and passing through the centre of the country. The road is approximately in length. Upon reaching Santana do Livramento (the Brazilian extension of Rivera), the road joins federal highway BR-158. The distance notation along Route 5 uses the same Kilometre Zero reference as Routes 1, 3, 6, 7, 8, 9 and IB, which is the Pillar of Peace of Plaza de Cagancha in the Centro of Montevideo. Uruguay consists of 19 departments (''departamentos''). Each department has a legislature called a Departmental Board. The ''Intendente'' is the department's chief executive. History The first division of the Republic into six departments occurred on 27 January 1816. In February of the same year, two more departments were formed, and in 1828 one more was added. When the First Constitution was signed in 1830, there were nine departments. These were the departments of Montevideo, Maldonado, Canelones, San José, Colonia, Soriano, Paysandú, Durazno and Cerro Largo. Aparicio Méndez
Aparicio Méndez Manfredini (24 August 1904 – 27 June 1988) was a Uruguayan lawyer and political. He was a de facto President of Uruguay from 1976–1981 as a non-democratically elected authority of the civic-military dictatorship. Background Born in the northern city of Rivera, Méndez was a member of the National Party, traditionally strong in the interior of the country whence he originated. He built up a reputation as an expert in administrative law. Méndez served as Health Minister from 1961 to 1964. In addition to his political life, Méndez was a close personal friend of the Spanish classical guitarist Andrés Segovia. Segovia lived in Montevideo during the 1940s, and came into contact with Méndez during this time.
