Rear Admiral Richard Joseph Naughton (October 5, 1946 – February 25, 2011) was the superintendent of the U.S. Naval Academy from 2002 to 2003. Navy career Designated a Naval Flight Officer in 1969, Rear Admiral Naughton was initially assigned to Fighter Squadron 84, for the F-14 Tomcat, and was assigned to Fighter Squadron TWENTY FOUR, where he participated in the squadron's first F-14 deployment in USS ''Constellation''. In the United States Navy, Refueling and Overhaul (ROH) refers to a lengthy refitting process or procedure performed on nuclear-powered naval ships, which involves replacement of expended nuclear fuel with new fuel and a general maintenance fix-up, renovation, and often modernization of the entire ship.
