Richard Aborn
Richard Aborn (born September 2, 1952) is the president of the Citizens Crime Commission of New York City, a partner in the law firm Constantine Cannon, and the managing director of Constantine & Aborn Advisory Services (CAAS) where he works with large urban police departments and criminal justice agencies in the United States and Europe. Biography Aborn was born in New York in 1952 and attended the University of Dubuque before studying at John Marshall Law School. While on leave from his position in 2009 he was a candidate for Manhattan District Attorney. The Brady Handgun Violence Prevention Act ( Pub.L. 103–159, 107 Stat. 1536, enacted November 30, 1993), often referred to as the Brady Act or the Brady Bill, is an Act of the United States Congress that mandated federal background checks on firearm purchasers in the United States, and imposed a five-day waiting period on purchases, until the National Instant Criminal Background Check System (NICS) was implemented in 1998. The act was appended to the end of Section 922 of title 18, United States Code. The intention of the act was to prevent persons with previous serious convictions from purchasing firearms. Amadou Diallo
In the early hours of February 4, 1999, an unarmed 23-year-old Guinean student named Amadou Diallo (born September 2, 1975) was fired upon with 41 rounds and shot a total of 19 times by four New York City Police Department plainclothes officers: Sean Carroll, Richard Murphy, Edward McMellon, and Kenneth Boss. Carroll would later claim to have mistaken him for a rape suspect from one year earlier. The four officers, who were part of the now-defunct Street Crime Unit, were charged with second-degree murder and acquitted at trial in Albany, New York. The Public Safety and Recreational Firearms Use Protection Act, popularly known as the Federal Assault Weapons Ban (AWB), was a subsection of the Violent Crime Control and Law Enforcement Act of 1994, a United States federal law which included a prohibition on the manufacture for civilian use of certain semi-automatic firearms that were defined as assault weapons as well as certain ammunition magazines that were defined as large capacity.
