Ricardo Lingan Baccay (born April 3, 1961) is the fourth Archbishop of the Archdiocese of Tuguegarao. Biography Ricardo Lingan Baccay was born in Tuguegarao on April 3, 1961. Finishing his secondary studies in San Jacinto Seminary, his courses in Philosophy and Theology at the University of Santo Tomas, his Masters at the Lyceum of Aparri and his Doctorate in Educational Management from the University of Manila, he was ordained a priest on April 10, 1987 by Diosdado Aenlle Talamayan. On February 3, 2007, Pope Benedict XVI appointed him Auxiliary Bishop of Tuguegarao and Titular Bishop of ''Gabala''. He was consecrated bishop on April 10, 2007 by Fernando Filoni, Apostolic Nuncio to the Philippines. Co-consecrators were Diosdado Aenlle Talamayan, Archbishop of Tuguegarao ; and Sergio Lasam Utleg, Bishop of Laoag. The Roman Catholic Archdiocese of Tuguegarao is an ecclesiastical territory or diocese of the Catholic Church in the Philippines. Tuguegarao is a river delta city that became center of the archdiocese in the Province of Cagayan, on the island of Luzon. Its seat is located at the Saint Peter's Metropolitan Cathedral. History The Metropolitan Archdiocese of Tuguegarao, the present territorial jurisdiction of the Archdiocese of Tuguegarao covers the entire province of Cagayan. The missionaries of Order of Preachers first evangelized Cagayan in 1595. They brought not only the tennets of Christian faith but also western technologies, infrastructures and ideas that helped in the livelihood and welfare of the Cagayanos.
