Rhodesian Constitutional Referendum, 1979
A constitutional referendum was held in Rhodesia on 30 January 1979. It followed the Internal Settlement drawn up between Prime Minister Ian Smith and Abel Muzorewa, leader of the non-violent UANC. The new constitution would bring in black majority rule in the country, which would be renamed Zimbabwe Rhodesia. The settlement was supported by the ruling Rhodesian Front, but opposed by the Rhodesian Action Party, which had broken away from the Front. Rhodesia
Rhodesia (, ), officially from 1970 the Republic of Rhodesia, was an unrecognised state in Southern Africa from 1965 to 1979, equivalent in territory to modern Zimbabwe. Rhodesia was the ''de facto'' successor state to the British colony of Southern Rhodesia, which had been self-governing since achieving responsible government in 1923. A landlocked nation, Rhodesia was bordered by South Africa to the south, Bechuanaland (later Botswana) to the southwest, Zambia (formerly Northern Rhodesia) to the northwest, and Mozambique ( a Portuguese province until 1975) to the east. Elections In Rhodesia
Elections in Southern Rhodesia were used from 1899 to 1923 to elect part of the Legislative Council and from 1924 to elect the whole of the Legislative Assembly which governed the colony. Since the granting of self-government in 1923, Southern Rhodesia used the Westminster parliamentary system as its basis of government. The Political party (or alliance) that had most of the seats in the Legislative Assembly became the government. The person in charge of this bloc (the head of government) was the Premier, later renamed Prime Minister, who then chose his cabinet from his elected colleagues. 1980 Southern Rhodesian General Election
General elections were held in Southern Rhodesia in February 1980 to elect a government which would govern the country after it was granted internationally recognised independence as Zimbabwe, in accordance with the conclusions of the Lancaster House Agreement. The result was a victory for ZANU, which won 57 of the 100 seats. Its leader, Robert Mugabe became the first Prime Minister of Zimbabwe when the country officially became independent from the United Kingdom in April. Background Agreement at Lancaster House on the fundamentals of the constitution was relatively easy. The new House of Assembly was to comprise 100 members, of whom 80 would be elected on a common roll by every adult citizen. Lancaster House Agreement
The Lancaster House Agreement, signed on 21 December 1979, declared a ceasefire, ending the Rhodesian Bush War; and directly led to Rhodesia achieving internationally recognised independence as Zimbabwe. It required the full resumption of direct British rule, nullifying the Unilateral Declaration of Independence of 1965. British governance would be strictly prescribed to the duration of a proposed election period followed by a formal power transfer back to a recognised, sovereign state. Constitutional instruments would thus be transferred from the British state to a popularly elected government, under an unqualified universal franchise vote. Crucially, the political wings of the black nationalist groups ZANU and ZAPU, who had been waging an increasingly violent insurgency, would be permitted to stand candidates in the forthcoming elections.
