The National Council (french: Conseil national) is the parliament (legislative body) of the Principality of Monaco. The body is composed of twenty-four members, who are elected from lists by universal suffrage. Councillors serve for five-year terms, and though it may act independently of the Prince, he may dissolve it at any time, provided that new elections be held within three months. The Council meets at least twice per year to vote on the country's budget and bills proposed by the prince's government. Ordinances (executive orders) are debated in the Council of Government, and once approved, must be submitted to the Sovereign Prince within eighty days for his signature, which makes them legally enforceable. The following is a list of political parties in Monaco. Traditionally Monaco is a one party dominant state with the National and Democratic Union (now, Rally & Issues) in power. Opposition parties were widely considered nonexistent. However, following the 2003 parliamentary election, the Union for Monaco (now Union Monegasque), a coalition of two parties, won 21 of the 24 seats in the National Council. Following the 2013 parliamentary election, however, Horizon Monaco, a coalition of, Rally & Issues, Synergie Monegasque and Union for the Principality, held the majority of parliamentary seats. Since 2016 a majority of the former ruling coalition have defected from the Horizon Monaco coalition and formed the New Majority coalition in partnership with Renaissance and this coalition now controls the National Council under the leadership of Christophe Steiner. 2013 Monegasque General Election
General elections were held in Monaco on 10 February 2013. The result was a victory for the Horizon Monaco alliance, which won 20 of the 24 seats in the National Council. Electoral system Voters can either choose a party list or choose candidates from various lists ("panachage") for the 24 seats. The 16 candidates with the most votes are elected (with the older candidate breaking possible ties in votes). The eight other seats are chosen from lists in accordance with the proportional representation system for parties that have at least five percent of votes. General elections were held in Monaco on 11 February 2018. Since the 2013 Monegasque general election, General Election of 2013, the largest party, Horizon Monaco, split, which led to the formation of a new political party – Primo ! Priorité Monaco, Primo! Priorite Monaco. The latter won 58% of the vote, while the other parties, Horizon Monaco and Union Monégasque got 26% and 16% respectively.
