Carl "Ray" Russell (born March 22, 1957) is an American politician, professor, self-taught meteorologist. Russell is a current member of the Watauga County commission, and former member of the North Carolina General Assembly, who represented the State's 93rd House district (comprising Watauga and Ashe Counties) from 2019 until 2021. He taught at Appalachian State University from 1991 until 2021, first in the Mathematics department and later in the Computer Science department. Self-taught in meteorology, Russell founded the popular regional weather website, Ray's Weather CenterRaysWeather.com. In 2016, Russell ran the entire length of the Blue Ridge Parkway to raise money for the Blue Ridge Parkway Foundation. The North Carolina House of Representatives is one of the two houses of the North Carolina General Assembly. The House is a 120-member body led by a Speaker of the House, who holds powers similar to those of the President pro-tem in the North Carolina Senate. Ashe County is a county located in the United States state of North Carolina. As of the 2020 census, the population was 26,577. Its county seat is Jefferson. History Historical evidence shows that Ashe County was inhabited by Native Americans, which included the Cherokee, Creek, and Shawnee tribes. Pieces of broken pottery, arrowheads, and other Native American artifacts have been found, indicating their presence. Most of these artifacts have been found in the Old Fields area of Ashe County.
