Raymond Karl Harmer is a former Member of the House of Keys for Glenfaba & Peel in the Isle of Man, and the current Minister for Policy and Reform. In 2015, he was elected an MHK in a by-election for Peel. In the 2016 general election, he contested the merged constituency of Glenfaba & Peel and was elected. 2016 Manx General Election
General elections were held in the Isle of Man on 22 September 2016. Independents won 21 of the 24 seats in the House of Keys. A record number of women were elected (5, or 21% of the House). Glenfaba
Glenfaba ( ; gv, Glion Faba) is one of the six sheadings of the Isle of Man. It is located on the west of the island (part of the traditional ''North Side'' division) and consists of the two historic parishes of German and Patrick. Historically, from 1796 until some time in the twentieth century (1986) it also included the parish of Marown. Geographically, the sheading of Glenfaba also includes the town of Peel. Other settlements in the sheading include St John's in the parish of German (home of the Tynwald Day ceremony), and Dalby, Foxdale, Glen Maye and Niarbyl (all in the parish of Patrick). Etymology The first mention of Glenfaba may be in a bull of Pope Gregory IX in 1231. The origin of the name is not known, but may be connected with that of the river Neb. The House of Keys () is the directly elected lower house of Tynwald, the parliament of the Isle of Man, the other branch being the Legislative Council. History The oldest known reference to the name is in a document of 1417, written in Latin by an English scholar, which refers to (the 'Keys of Mann') and (the 'Keys of Law'). There is a dispute, however, over the origin of the name. The word ''keys'' is thought by some to be an English corruption of a form of the Norse verb ('to choose'). However, a more likely explanation is that it is a mishearing of the Manx-language term for 'four and twenty': , the House having always had 24 members. Tynwald
Tynwald ( gv, Tinvaal), or more formally, the High Court of Tynwald ( gv, Ard-whaiyl Tinvaal) or Tynwald Court, is the legislature of the Isle of Man. It consists of two chambers, known as the branches of Tynwald: the directly elected House of Keys and the indirectly chosen Legislative Council. When the two chambers sit together, they become "Tynwald Court". The chambers sit jointly, on Tynwald Day at St John's for largely ceremonial purposes, and usually once a month in the Legislative Buildings in Douglas. Otherwise, the two chambers sit separately, with the House of Keys originating most legislation, and the Legislative Council acting as a revising chamber. Peel, Isle Of Man
Peel ( gv, Purt ny h-Inshey – Port of the Island) is a seaside town and small fishing port in the Isle of Man, in the historic parish of German but administered separately. Peel is the third largest town in the island after Douglas and Ramsey but the fourth largest settlement, as Onchan has the second largest population but is classified as a village. Until 2016 (when it was merged with Glenfaba) Peel was also a House of Keys constituency, electing one Member of the House of Keys (MHK), who, from September 2015, was Ray Harmer.
