Rampart Division
The Rampart Division of the Los Angeles Police Department (LAPD) serves communities to the west of Downtown Los Angeles (DTLA) including Silver Lake, Echo Park, Pico-Union and Westlake, all together designated as the Rampart patrol area. Its name is derived from Rampart Boulevard, one of the principal thoroughfares in its patrol area. The original station opened in 1966, located at 2710 West Temple Street. In 2008, the staff moved southeast to a newer facility located at 1401 West 6th Street. With 164,961 residents occupying a area, Rampart is one of Los Angeles's most densely populated communities. Javier Ovando
Javier Francisco Ovando (born 1977), is a Honduran man who became a central figure in the LAPD Rampart scandal when he was shot and framed by corrupt Rampart officers Rafael Pérez and Nino Durden. Ovando is an immigrant to the United States and a former member of the powerful 18th Street gang. He is the recipient of the largest police misconduct settlement in Los Angeles history. Officers Durden and Pérez entered then 19-year-old Ovando's apartment on October 12, 1996, and shot him, leaving him paralyzed. According to the officers' testimony later, they planted a gun on him and reported that the unarmed Ovando had fired on them first. Ovando, paralyzed from the waist down, was sentenced to 23 years in prison based on the officers' testimony. David Mack (police Officer)
David Anthony Mack (born May 30, 1961) is a former professional runner and Los Angeles Police Department (LAPD) officer involved in the Rampart Division's Community Resources Against Street Hoodlums (CRASH) unit. He was one of the central figures in the LAPD Rampart police corruption scandal. Mack was arrested in December 1997 for robbery of $722,000 from a South Central Los Angeles branch of the Bank of America. He was sentenced to fourteen years and three months in federal prison. Mack has never revealed the whereabouts of the money. Ray Lopez (born Rafael Antonio Pérez; August 22, 1967) is an American former police officer with the Los Angeles Police Department (LAPD) and the central figure in the LAPD Rampart scandal. An officer with the Community Resources Against Street Hoodlums (CRASH) task force, Pérez was involved in numerous crimes and corruption, notably the shooting and framing of Javier Ovando, in addition to the theft and resale of at least $800,000 of cocaine from LAPD evidence lockers. Pérez is accused of being a member of the Bloods, a notorious Los Angeles gang, and of murdering The Notorious B.I.G. at the behest of producer Suge Knight of Death Row Records. When Pérez was finally arrested, he implicated 70 other Rampart Division officers in various forms of misconduct, ranging from bad shootings to consuming alcohol while on duty. Community Resources Against Street Hoodlums
The Community Resources Against Street Hoodlums (CRASH) was a specialized unit of the Los Angeles Police Department (LAPD) tasked with combating gang-related crime between 1979 and 2000. The unit was established in the South Central district of Los Angeles, California, United States, to combat rising gang violence during the period. Each of the LAPD's 18 divisions had a CRASH unit assigned to it, whose primary goal was to suppress gang-related crimes in the city, which came about primarily from the increase in illegal drug trade. CRASH was subject of the Rampart scandal from 1997, which exposed widespread police corruption within the unit, including involvement in murders, robberies, police brutality, evidence planting, and participating in gang activity.
