Rafael Allahverdiyev
Rafael Khanali oglu Allahverdiyev ( az, Rəfael Xanəli oğlu Allahverdiyev) (9 May 1945 – 11 January 2009) was an Azerbaijani politician, co-founder of the New Azerbaijan Party and the second Mayor of Baku, capital of Azerbaijan. Allahverdiyev was born to a family of an oil worker in Baku. He had graduated from Azerbaijan National Academy of Sciences in 1974 and from Western University in 1994 with a degree in management. In earlier years, he had worked as an operator at the ''Garadagneft'' oil refinery. In 1971 through 1983, he held various positions at the Central Committee of Azerbaijan Communist Party. From 1983 until 1988, Allahverdiyev served as the head of executive power of Narimanov district of Baku, and from 1988 to 1993, as the director of operations of International Bank of Azerbaijan. Baku is the capital of Azerbaijan Republic, which was also the capital of Shirvan (during the reigns of Akhsitan I and Khalilullah I), Baku Khanate, Azerbaijan Democratic Republic and Azerbaijan SSR and the administrative center of Russian Baku governorate. Baku is derived from the old Persian ''Bagavan'', which translates to "City of God". A folk etymology explains the name ''Baku'' as derived from the Persian ''Bādkube'' (بادکوبه ), meaning "city where the wind blows", due to frequent winds blowing in Baku. However, the word ''Bādkube'' was invented only in the 16th or 17th century, whereas Baku was founded at least before the 5th century AD. Hajibala Abutalybov
Hajibala Ibrahim oglu Abutalybov ( az, Hacıbala İbrahim oğlu Abutalıbov, born May 13, 1944) is an Azerbaijani politician. He was Mayor of Baku between 2001 and 2018 and deputy prime minister of Azerbaijan from 2018 to October 2019. Abutalybov was born in Kyzyl-Su, Turkmenistan. He graduated from Azerbaijan State University with a degree in Physics in 1965. In 1969, he was enrolled in post graduate program at Ioffe Physical-Technical Institute of the Russian Academy of Sciences in Saint Petersburg, Russia. In 1976, he received his PhD and defended his doctoral desertation in 1987. In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town.
