A statute is a formal written enactment of a legislative authority that governs the legal entities of a city, state, or country by way of consent. Typically, statutes command or prohibit something, or declare policy. Statutes are rules made by legislative bodies; they are distinguished from case law or precedent, which is decided by courts, and regulations issued by government agencies. Publication and organization In virtually all countries, newly enacted statutes are published and distributed so that everyone can look up the statutory law. This can be done in the form of a government gazette which may include other kinds of legal notices released by the government, or in the form of a series of books whose content is limited to legislative acts. Race Relations Act 1965
The Race Relations Act 1965 was the first legislation in the United Kingdom to address racial discrimination. The Act outlawed discrimination on the "grounds of colour, race, or ethnic or national origins" in public places in Great Britain. It also prompted the creation of the Race Relations Board in 1966. This would consist of a chairman and two other members appointed by the Secretary of State. Its remit was to consider complaints under the Act. Reasons for the Act's introduction The UK saw an influx of economic migrants after World War II, many from British colonies or former colonies; those from the Caribbean are known as the Windrush generation. Race Relations Act 1968
The Race Relations Act 1968 was an Act of the Parliament of the United Kingdom making it illegal to refuse housing, employment, or public services to a person on the grounds of colour, race, ethnic or national origins in Great Britain (although not in Northern Ireland, which had its own parliament at the time). It also created the Community Relations Commission to promote 'harmonious community relations'. The Act made amendments to the Race Relations Act 1965. It was superseded (and repealed) by the Race Relations Act 1976. On 25 October 1968, the Race Relations Bill was given Royal Assent and so came into law as the Race Relations Act 1968. Race Relations Act 1976
The Race Relations Act 1976 was established by the Parliament of the United Kingdom to prevent discrimination on the grounds of race. The scope of the legislation included discrimination on the grounds of race, colour, nationality, ethnic and national origin in the fields of employment, the provision of goods and services, education and public functions. In the field of employment, section 7 of the Act extended protection to "contract workers", that is, someone who works (or is prevented from working) for a person but is employed not by that person ("the principal") but by another person, who supplies the worker under a contract between the principal and the worker's employer. Typically this clause protects the rights of agency workers to be protected from racial discrimination. Race Relations Amendment Act 2000
The Race Relations (Amendment) Act 2000 is an Act of the Parliament of the United Kingdom that modified the earlier Race Relations Act 1976. The legislation outlawed race discrimination in areas not covered by the 1976 legislation. This included the introduction of a broader definition of "public authorities" to cover public functions performed by private organisations. Furthermore it required public authorities to promote racial equality and allowed the Home Secretary to extend the list of public bodies required to promote race equality, and to impose specific duties on those bodies. This was buttressed by the Commission for Racial Equality being empowered to enforce those duties and to issue codes of practice on how public bodies should fulfil their specific and general duties.
