R. S. F. De Mel
R. F. S. de Mel was a Ceylonese politician. The son of Sir Henry De Mel and Lady Elsie De Mel (''nee'' Jayawickrema), he was elected to the Colombo Municipal Council and served as the Mayor of Colombo in 1945 and from 1947 to 1949. He was elected a member of the Senate of Ceylon in 1947. Colombo Municipal Council
The Colombo Municipal Council is the municipal governing body of Colombo, the largest city and financial centre in Sri Lanka. It consists of a directly elected executive Mayor of Colombo, current elect is Rosy Senanayake, and 119 elected 119 municipal councilors. The council was formed in 1865, it first met in 1866 and derives most of its powers from ''Municipal Council Ordinance No. 29 of 1947''. It is the oldest and the largest local government authority in Sri Lanka which covers a resident population of over 600,000 (as of 2001). Mayor Of Colombo
The Mayor of Colombo is the Mayor (and head) of the Colombo Municipal Council. The post was created in 1866 when the Colombo Municipal Council was established by the Legislative Council of Ceylon. The Mayor is assisted by the Deputy Mayor and a Municipal Commissioner. Since 1944 the majority of the mayors have been from the United National Party. Election The mayor is elected in a general election held under the ''Local Authority Election Ordinance'' from the party gaining the highest number of seats in the municipal council. Senate Of Ceylon
The Senate was the upper chamber of the parliament of Ceylon (now Sri Lanka) established in 1947 by the Soulbury Commission. The Senate was appointed and indirectly elected rather than directly elected. It was housed in the old Legislative Council building in Colombo Fort and met for the first time on 12 November 1947. The Senate was abolished on 2 October 1971 by the eighth amendment to the Soulbury Constitution, prior to the adoption of the new Republican Constitution of Sri Lanka on 22 May 1972. In 2010 there were proposals to reintroduce the Senate. Most Rev. Lakdasa Jacob De Mel (1902–1976), MA was the first Bishop of Kurunegala, Sri Lanka and the last Metropolitan Archbishop of India, Pakistan, Burma and Ceylo Lakdasa De Mel was born on 24 March 1902 in Moratuwa, Sri Lanka, to a prominent Anglican family. The Diocese of Kurunegala is a diocese of the Church of Ceylon (which is part of the Anglican Communion). The See was erected in 1950 from that of the Diocese of Colombo, as one of two dioceses of the Church of England in Ceylon.
