Australia A number of Australian state governments have adopted systematic programmes based on the Private Finance Initiative. The first, and the model for most others, is Partnerships Victoria. While some PPP projects have proceeded smoothly, others have been highly controversial. The European Commission (EC) is the executive of the European Union (EU).
