Presidential Adviser
Presidential Adviser is a title used by advisers to the President of Sri Lanka. Presidential Advisers are attached to but are not part of the Presidential Secretariat. The title has been used formally since 1990's to differentiate from more senior Senior Advisers to the President and Coordinating Secretaries. Presidential Secretariat (Sri Lanka)
The Presidential Secretariat ( Sinhala: ජනාධිපති ලේකම් කාර්යාලය; janādhipati lēkam kāryālaya) is the office of the President of Sri Lanka. It provides the administrative and institutional framework for the exercise of the duties, responsibilities and powers vested in the President by the Constitution. The Presidential Secretariat is located in the Old Parliament Building in Colombo. The head of the Presidential Secretariat is the Secretary to the President (also known as the President's Secretary), who is ex officio the most senior civil servant and head of the Sri Lanka Administrative Service. The current President's Secretary is Gamini Senarath. The post has its roots from the post of Secretary to the Governors of Ceylon and thereafter the Secretary to the Governor-General of Ceylon. Adviser
An adviser or advisor is normally a person with more and deeper knowledge in a specific area and usually also includes persons with cross-functional and multidisciplinary expertise. Senior Adviser To The President Of Sri Lanka
Senior Adviser to the President is a title used by highest-ranking advisers to the President of Sri Lanka. Senior Presidential Advisers are attached to but are not part of the Presidential Secretariat. The title has been used formally since 1990's to differentiate from other Presidential Advisers and Coordinating Secretaries. Responsibilities Over time, Senior Advisers have been appointed to advice the president on following areas: * Political Affairs * International Affairs * Economic Affairs * Legal and Constitutional Affairs * National Security Remuneration As of 2015, a Presidential Adviser were paid a salary of Rs 75,000 which was supplemented by an allowance of one third of their salary. In addition, an adviser is issued with a mobile phone, a laptop and a fully maintained vehicle as well as 200 liters of fuel which was increased based on their outstation travel. Coordinating Secretary
A Coordinating Secretary, in the Government of Sri Lanka is a senior member of the personal staff of the President, the Prime Minister, a Cabinet Minister or a Secretary of a Ministry. The appointment is within the power of the minister and may or may not be a civil servant, therefore are considered to be political appointees. A Coordinating Secretary is normally of middle management level however, as the key official responsible for disseminating the decision of Ministers and indeed as their gatekeeper, their role is of considerably greater significance than the grade or level they hold suggests. They will be assisted by one or more Assistants, or even head a whole office in which those may be section clerks. Gamini Iriyagolla
Gamini Abhaya Iriyagolle (known as ''Gamini Iriyagolle'') (c.1936-2003) was a Sri Lankan lawyer, civil servant, presidential advisor and a writer. He was a former member of the Ceylon Civil Service and served as Presidential adviser to J R Jayawardena and Ranasinghe Premadasa Born to I. M. R. A. Iriyagolla and Ranee Iriyagolle Menike, he had six siblings. His father I. M. R. A. Iriyagolla was Cabinet Minister of Education and Cultural Affairs. Educated at the Royal College, Colombo, where he won the Turnour Prize several times and edited the college magazine. At seventeen he entered the Law Faculty of University of Ceylon after gaining first in the University Entrance Exam. By the age 22 he was the youngest advocate in the island. Austin Fernando
Kalupage Austin Fernando is a Sri Lankan civil servant and the current Sri Lankan High Commissioner to India. He had previously served as Secretary to the President of Sri Lanka, Defence Secretary and Governor of the Eastern Province. Early life and education Fernando was educated at Richmond College, Galle. After school he joined the University of Ceylon, Peradeniya from where he graduated with a B.A. degree. He later received a M.B.A. degree from the University of Sri Jayewardenepura. Career Fernando taught at Nagoda Royal National College for a period of time before joining the Sri Lanka Administrative Service (SLAS). Special Adviser (UK)
A special adviser (SpAd) is a temporary civil servant who advises and assists UK government ministers or ministers in the Scottish and Welsh devolved governments. They differ from impartial civil servants in that they are political appointees. Special advisers are paid by the government and appointed under Section 15 of the Constitutional Reform and Governance Act 2010. There are four pay bands for special advisers.
