A person so declared is considered unacceptable and is usually recalled to his or her home nation. If not recalled, the receiving state "may refuse to recognize the person concerned as a member of the mission". A person can be declared before that person even enters the country. With the protection of mission staff from prosecution for violating civil and criminal laws, depending on rank, under Articles 41 and 42 of the Vienna Convention, they are bound to respect national laws and regulations. Diplomacy
Diplomacy comprises spoken or written communication by representatives of states (such as leaders and diplomats) intended to influence events in the international system.Ronald Peter Barston, ''Modern diplomacy'', Pearson Education, 2006, p. 1 Diplomacy is the main instrument of foreign policy which represents the broader goals and strategies that guide a state's interactions with the rest of the world. Beginning in the early 20th century, diplomacy became professionalized; the 1961 Vienna Convention on Diplomatic Relations, ratified by most of the world's sovereign states, provides a framework for diplomatic procedures, methods, and co ...

Latin Legal Terminology
Latin (, or , ) is a classical language belonging to the Italic branch of the Indo-European languages. Latin was originally a dialect spoken in the lower Tiber area (then known as Latium) around present-day Rome, but through the power of the Roman Republic it became the dominant language in the Italian region and subsequently throughout the Roman Empire. Even after the fall of Western Rome, Latin remained the common language of international communication, science, scholarship and academia in Europe until well into the 18th century, when other regional vernaculars (including its own descendants, the Romance languages) supplanted it in common academic and political usage, and it eventually became a dead language in the modern linguistic definition. Latin is a highly inflected language, with three distinct genders (masculine, feminine, and neuter), six or seven noun cases (nominative, accusative, genitive, dative, ablative, and vocative), five declensions, four verb conjuga ...

List Of People Declared Persona Non Grata
This is a list of people declared ''persona non grata''. '' Persona non grata'' (Latin, plural: ''personae non gratae''), literally meaning "an unwelcome person", is a legal term used in diplomacy that indicates a proscription against a foreign person entering or remaining in the country. It is the most serious form of censure that one country can apply to foreign diplomats, who are otherwise protected by diplomatic immunity from arrest and other normal kinds of prosecution. List of people who are declared ''personae non gratae'' 1900s * The Treaty of Lausanne in 1923 included the list of 150 ''personae non gratae'' of Turkey, which forbade the entry of mainly a group of former Ottoman Empire officials and about 100 other persons to Turkey, until the lifting of this status in 1938. * Queen Victoria Eugenie of Spain was obliged to leave Italy in 1942 having become ''persona non grata'' to the Italian government. According to Harold Tittmann, a United States representative ...

Outlaw
An outlaw, in its original and legal meaning, is a person declared as outside the protection of the law. In pre-modern societies, all legal protection was withdrawn from the criminal, so that anyone was legally empowered to persecute or kill them. Outlawry was thus one of the harshest penalties in the legal system. In early Germanic law, the death penalty is conspicuously absent, and outlawing is the most extreme punishment, presumably amounting to a death sentence in practice. The concept is known from Roman law, as the status of ''homo sacer'', and persisted throughout the Middle Ages. A secondary meaning of outlaw is a person who systematically avoids capture by evasion and violence to deter capture. These meanings are related and overlapping but not necessarily identical. A fugitive who is declared outside protection of law in one jurisdiction but who receives asylum and lives openly and obedient to local laws in another jurisdiction is an outlaw in the first meaning but not t ...

Nonperson
A nonperson is a citizen or a member of a group who lacks, loses, or is forcibly denied social or legal status, especially basic human rights, or who effectively ceases to have a record of their existence within a society (''damnatio memoriae''), from a point of view of traceability, documentation, or existence. The term also refers to people whose death is unverifiable. Legal status In the case of undocumented immigrants and at times foreign nationals in the United States who have entered the country legally, there are comparisons made to non-personhood due to their lack of agency and differential treatment under the law. Asserting that someone is a nonperson is implicitly a normative statement; by doing so, it is implied simultaneously that the person referred to is no longer entitled to the rights that any person ''should'' have. Who a person is and what every person is entitled to depends on context and social norms. For example, wards that are under the authority of a legal g ...

Exile
Exile is primarily penal expulsion from one's native country, and secondarily expatriation or prolonged absence from one's homeland under either the compulsion of circumstance or the rigors of some high purpose. Usually persons and peoples suffer exile, but sometimes social entities like institutions (e.g. the papacy or a government) are forced from their homeland. In Roman law, ''exsilium'' denoted both voluntary exile and banishment as a capital punishment alternative to death. Deportation was forced exile, and entailed the lifelong loss of citizenship and property. Relegation was a milder form of deportation, which preserved the subject's citizenship and property. The term diaspora describes group exile, both voluntary and forced. "Government in exile" describes a government of a country that has relocated and argues its legitimacy from outside that country. Voluntary exile is often depicted as a form of protest by the person who claims it, to avoid persecution and prosecu ...

Damnatio Memoriae
is a modern Latin phrase meaning "condemnation of memory", indicating that a person is to be excluded from official accounts. Depending on the extent, it can be a case of historical negationism. There are and have been many routes to , including the destruction of depictions, the removal of names from inscriptions and documents, and even large-scale rewritings of history. The term can be applied to other instances of official scrubbing; in history the practice is seen as long ago as the aftermath of the reign of the Egyptian Pharaohs Akhenaten in the 14th century BC, and Hatshepsut in the 15th century BC. Etymology Although the term is Latin, the phrase was not used by the ancient Romans, and first appeared in a thesis written in Germany in 1689. Ancient world Today's best known examples of ''damnatio memoriae'' from antiquity concern chiselling stone inscriptions or deliberately omitting certain information from them. Ancient Mesopotamia According to Stefan Zawadz ...

Non-binding Resolution
A non-binding resolution is a written motion adopted by a deliberative body that can or cannot progress into a law. The substance of the resolution can be anything that can normally be proposed as a motion. This type of resolution is often used to express the body's approval or disapproval of something that they cannot otherwise vote on, due to the matter being handled by another jurisdiction, or being protected by a constitution. An example would be a resolution of support for a nation's troops in battle, which carries no legal weight, but is adopted for moral support. Use Non-binding resolutions are usually specific simple or concurrent resolutions that are not passed on to the executive branch to be signed into the law. These resolutions differ from pure concurrent resolutions (that are used for various procedural requests such as adjourning sessions) in that they are designed to express formally, document opinions and not initiate a process. These resolutions offer a means f ...

Persona Non Grata (Philippines)
''Persona non grata'', in the context of Philippine local governance, refers individuals or groups declared as unwelcome in a particular locality. Definition ''Persona non grata'' means an unwelcome person in Latin. In the context of diplomacy or international relations, a ''persona non grata'' declaration on a foreign citizen, usually a diplomat who otherwise has a privilege of immunity, is barred from entering the country which issued the declaration. In the context of local governance in the Philippines, local government units (LGUs, including municipalities, cities, and provinces) could declare a person ''persona non grata''. One such reason for a move is in response to the particular person breaking local ordinances and laws. The declaration would imply that a person is barred from entering the jurisdiction of a particular locality. However, according to a Department of the Interior and Local Government (DILG) legal opinion, ''persona non grata'' declarations are often ma ...
