Paulus Kapia
Paulus Kapia (born 18 September 1967 in Ehafo, Oshana Region) is a Namibian politician. A member of SWAPO, Kapia was first elected to the National Assembly of Namibia in 2005. He was appointed to the politburo of SWAPO and served for a short time as Deputy Minister of Works, Transport and Communication but was forced to resign in August 2005 after being implicated in a corruption case. After SWAPO suspended all his party activities in the wake of the scandal, Kapia also lost his seats in the politburo and as member of parliament. He was, however, reinstated "on humanitarian grounds" into his SWAPO Party Youth League job in 2016. Kapia was a member of SWAPO's military wing in exile, the People's Liberation Army of Namibia (PLAN) as a political commissar. Okatyali Constituency (also: Okatjali) is an electoral constituency in the Oshana Region of Namibia. It had 2,815 inhabitants in 2004 and 2,051 registered voters . The ''Windhoek Observer'' is an English-language Saturday weekly newspaper, published in Namibia by Paragon Investment Holding. It is the country's oldest and largest circulating weekly. it had a circulation of 12,000 to 13,000 copies. The ''Windhoek Observer'' was founded in 1978 by Hannes Smith and Gwen Lister. Lister was the political editor and wanted to give SWAPO, Namibia's liberation movement, "a 'human face', showing the people, including whites, that they were not the 'terrorists' and 'communists' and the 'black threat' that the colonial regime made them out to be through their blanket propaganda." The newspaper was officially banned in May 1984 after Lister travelled to Zambia to report on Namibian independence talks. Oshana is one of the fourteen regions of Namibia, its capital is Oshakati. The towns of Oshakati, Ongwediva and Ondangwa, all situated with this region, form an urban cluster with the second largest population concentration in Namibia after the capital Windhoek. , Oshana had 113,112 registered voters. The People's Liberation Army of Namibia (PLAN) was the military wing of the South West Africa People's Organisation (SWAPO). It fought against the South African Defence Force (SADF) and South West African Territorial Force (SWATF) during the South African Border War. Throughout its history, PLAN had both irregular insurgent and semi-conventional units, as well as an extensive recruitment network in rural South West Africa (Namibia). During the war most of its domestic activities consisted of mine warfare and acts of sabotage. SWAPO Party Youth League
The SWAPO Party Youth League (SPYL), formerly known as the SWAPO Youth League (SYL), is the youth wing of the SWAPO Party, the ruling party of Namibia since 1990.Swapo party constitution It shares the same principles as those of the SWAPO Party. Foundation SPYL came into existence in 1969 after the SWAPO Tanga Consultative Congress in Tanzania adopted a new constitution.
