Executive Branch Of The Government Of Puerto Rico
The executive branch of the government of Puerto Rico is responsible for executing the laws of Puerto Rico, as well as causing them to be executed. Article IV of the Constitution of Puerto Rico vests the executive power on the Governor—whom by its nature forms the executive branch. The Constitution also establishes that the Secretary of State should serve as acting governor when the Governor is unable to perform his duties. The Secretary of State, therefore, performs an equivalent role to that of a Lieutenant Governor in United States politics. The Puerto Rico Chief of Staff is second-in-command and manages and oversees all executive departments and almost all executive agencies. Article IV also establishes that the Governor shall be assisted by Secretaries whom shall collectively constitute the Governor's advisory council and be designated as the '' Council of Secretaries''. The Council, together with the Cabinet-level officers, compose the Cabinet of Puerto Ric ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Advice And Consent
Advice and consent is an English phrase frequently used in enacting formulae of bills and in other legal or constitutional contexts. It describes either of two situations: where a weak executive branch of a government enacts something previously approved of by the legislative branch or where the legislative branch concurs and approves something previously enacted by a strong executive branch. General The concept serves to moderate the power of one branch of government by requiring the concurrence of another branch for selected actions. The expression is frequently used in weak executive systems where the head of state has little practical power, and in practice the important part of the passage of a law is in its adoption by the legislature. United Kingdom In the United Kingdom, a constitutional monarchy, bills are headed: BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this presen ... The Latin form ''Georgius'' had been rarely given in Western Christendom since at least the 6th century. The popularity of the name however develops from around the 12th century, in Occitan in the form ''Jordi'', and it becomes popular at European courts after the publication of the ''Golden Legend'' in the 1260s. Héctor Rivera Cruz
Hector () is an English, French, Scottish, and Spanish given name. The name is derived from the name of Hektor, a legendary Trojan champion who was killed by the Greek Achilles. The name ''Hektor'' is probably derived from the Greek ''ékhein'', meaning "to have", "to hold", "to check", "restrain". In Scotland, the name ''Hector'' is sometimes an anglicised form of the Scottish Gaelic ''Eachann'', and the pet form ''Heckie'' is sometimes used. The name of Sir Ector, the foster father of King Arthur, is also a variant of the same. Etymology In Greek, is a derivative of the verb ἔχειν ''ékhein'', archaic form * grc, ἕχειν, hékhein, label=none ('to have' or 'to hold'), from Proto-Indo-European *'' seɡ́ʰ-'' ('to hold'). , or as found in Aeolic poetry, is also an epithet of Zeus in his capacity as 'he who holds verything together. Hector's name could thus be taken to mean 'holding fast'. Cognates *Irish: ''Eachtar'' *Italian: ''Ettore'' *Portuguese: ''Heitor'' *Gre ... Blas C
Basic Linear Algebra Subprograms (BLAS) is a specification that prescribes a set of low-level routines for performing common linear algebra operations such as vector addition, scalar multiplication, dot products, linear combinations, and matrix multiplication. They are the ''de facto'' standard low-level routines for linear algebra libraries; the routines have bindings for both C ("CBLAS interface") and Fortran ("BLAS interface"). Although the BLAS specification is general, BLAS implementations are often optimized for speed on a particular machine, so using them can bring substantial performance benefits. BLAS implementations will take advantage of special floating point hardware such as vector registers or SIMD instructions. It originated as a Fortran library in 1979* and its interface was standardized by the BLAS Technical (BLAST) Forum, whose latest BLAS report can be found on the netlib website. This Fortran library is known as the ''reference implementation'' (sometimes co ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Howard L
Howard is an English-language given name originating from Old French Huard (or Houard) from a Germanic source similar to Old High German ''*Hugihard'' "heart-brave", or ''*Hoh-ward'', literally "high defender; chief guardian". It is also probably in some cases a confusion with the Old Norse cognate ''Haward'' (''Hávarðr''), which means "high guard" and as a surname also with the unrelated Hayward. In some rare cases it is from the Old English ''eowu hierde'' "ewe herd". In Anglo-Norman the French digram ''-ou-'' was often rendered as ''-ow-'' such as ''tour'' → ''tower'', ''flour'' (western variant form of ''fleur'') → ''flower'', etc. (with svarabakhti). A diminutive is "Howie" and its shortened form is "Ward" (most common in the 19th century). Between 1900 and 1960, Howard ranked in the U.S. Top 200; between 1960 and 1990, it ranked in the U.S. Top 400; between 1990 and 2004, it ranked in the U.S. Top 600.
