Public Services Of Sri Lanka
The Public Services of Sri Lanka are a series of services groups that provide specialized professional services to the Government of Sri Lanka. These are government employees who carry out public duties, however they are not elected officials. The most senior of these is the Sri Lanka Administrative Service which is the country's permanent bureaucracy. The Sri Lankan Government is the largest employer in the country and the public services are often criticized as overstaffed and inefficient. Sri Lanka Administrative Service
The Sri Lanka Administrative Service (SLAS) (Sinhala language, Sinhala: ශ්රී ලංකා පරිපාලන සේවය; śrī laṁkā paripālana sēvaya) is the key administrative service of the Government of Sri Lanka, with civil servants working for both in the Central Government as well as in the provincial councils. It was formed as the ''Ceylon Administrative Service'' (CAS) in 1963 as the successor to the Ceylon Civil Service which was abolished on May 1, 1963. Bureaucracy
The term bureaucracy () refers to a body of non-elected governing officials as well as to an administrative policy-making group. Historically, a bureaucracy was a government administration managed by departments staffed with non-elected officials. Today, bureaucracy is the administrative system governing any large institution, whether publicly owned or privately owned. A civil service commission is a government agency that is constituted by legislature to regulate the employment and working conditions of civil servants, oversee hiring and promotions, and promote the values of the public service. Its role is roughly analogous to that of the human resources department in corporations. Civil service commissions are often independent from elected politicians. In Fiji for example, the PSC reviews government statutory powers to ensure efficiency and effectiveness in meeting public sector management objectives. It also acts as the human relations department, or central personnel authority, for the citizens' interactions with the government. The Sri Lanka Overseas Service (SLOS) ( Sinhala: ශ්රී ලංකා විදේශ සේවය; śrī laṁkā vidēśa sēvaya) which is most commonly referred to as the ''Sri Lanka Foreign Service'' is the foreign service of Sri Lanka. It is the body of career diplomats of Sri Lanka. The Permanent Secretary of the Ministry of Foreign Affairs is also the head of the foreign service.
