The government of the Indian state of Odisha and its 30 districts consists of an executive, led by the Governor of Odisha, a judiciary, and a legislative branch. Bhubaneswar (; ) is the capital and largest city of the Indian state of Odisha. The region, especially the old town, was historically often depicted as ''Ekamra Kshetra'' (area (''kshetra'') adorned with mango trees (''ekamra'')).
