Psychological Strategy Board
The Psychological Strategy Board (PSB) was a committee of the United States executive formed to coordinate and plan for psychological operations. It was formed on April 4, 1951, during the Truman administration. The board was composed of the Under Secretary of State, the Deputy Secretary of Defense, and the Director of Central Intelligence, or their designated representatives. The board's first director was Gordon Gray, later National Security Advisor during the Eisenhower administration. The board was created in response to the growth of Office of Policy Coordination covert activities during the Korean War. Under Eisenhower, the board became a purely coordinating body. The board's function was reviewed by the Jackson Committee, chaired by William Harding Jackson, set up to propose future United States Government information and psychological warfare programs. Psychological Operations
Psychological warfare (PSYWAR), or the basic aspects of modern psychological operations (PsyOp), have been known by many other names or terms, including Military Information Support Operations (MISO), Psy Ops, political warfare, "Hearts and Minds", and propaganda. The term is used "to denote any action which is practiced mainly by psychological methods with the aim of evoking a planned psychological reaction in other people". Various techniques are used, and are aimed at influencing a target audience's value system, belief system, emotions, motives, reasoning, or behavior. It is used to induce confessions or reinforce attitudes and behaviors favorable to the originator's objectives, and are sometimes combined with black operations or false flag tactics. It is also used to destroy the morale of enemies through tactics that aim to depress troops' psychological states. Sidney William Souers (March 30, 1892 – January 14, 1973) was an American admiral and intelligence expert. Rear Admiral Souers was appointed as the first Director of Central Intelligence on January 23, 1946 by President of the United States, President Harry S. Truman, where he would be in charge of the new Central Intelligence Group (CIG). Prior to this, as Deputy Director of Naval Intelligence, Souers had been one of the architects of the system that came into being with the President's directive. He had written the intelligence chapter of the Eberstadt Report, which advocated a unified intelligence system. Frederick Joseph Lawton (November 11, 1900 – November 16, 1975) was an American bureaucrat who served as the ninth Director of the Bureau of the Budget. Lawton was born in Washington, D.C., and became a lawyer and an accountant. He spent most of his professional career working with the government bureaucracy. He helped President Franklin D. Roosevelt wager with members of Congress to support the Fair Labor Standards Act. He first joined the Office of Management and Budget as an executive assistant in 1935. Operations Coordinating Board
The Operations Coordinating Board (OCB) was a committee of the United States Executive created in 1953 by President Eisenhower's Executive Order 10483 and tasked with oversight of United States covert operations. Eisenhower simultaneously gave secret instructions specifying additional functions for the new entity. The board, which reported to the National Security Council was responsible for integrating the implementation of national security policies across several agencies. An important part of its mandate was to act as the president's coordinating committee for the most incendiary secret foreign policy actions, such as covert operations.
