The Provincial Secretary of Quebec was a senior position in the provincial cabinet of Quebec from before Canadian Confederation until the 1970. The Provincial Secretary and Registrar was originally the second highest position in the provincial cabinet, equivalent to the position of Deputy Premier. The Provincial Secretary was the equivalent of the former Canadian Cabinet position of Secretary of State for Canada. Pre-Confederation Provincial Secretary Prior to Confederation and the creation of the office of Premier, the Provincial Secretary was the most important and powerful figure in provincial politics. The title holder was appointed by the Lieutenant Governor and many sat as members of the Legislative Council. The Executive Council of Quebec (in French, ''le Conseil exécutif du Québec'', but informally and more commonly, the Cabinet of Quebec and in French language, French: ''le Conseil des ministres'') is the Cabinet (government), cabinet of the government of Quebec, Canada. Usually made up of members of the Quebec National Assembly, the Cabinet is similar in structure and role to the Cabinet of Canada, while being smaller in size. As federal and provincial responsibilities differ, there are a number of portfolios that differ between the federal and provincial governments. The Lieutenant Governor of Quebec, as representative of the Monarchy in Quebec, Queen in Right of Quebec, heads the Council, and is referred to as the Queen-in-Council, Governor-in-Council.
