Provincial Councils Of Sri Lanka
Provincial governments of Sri Lanka are the devolved governments of the nine Provinces of Sri Lanka. In accordance with the Sri Lankan constitution, provinces have legislative power over a variety of matters including agriculture, education, health, housing, local government, planning, road transport and social services. The constitution also gives them powers over police and land but successive central governments have refused to devolve these powers to the provinces. Background The provinces were first established by the British rulers of Ceylon in 1833. Over the next century most of the administrative functions were transferred to the districts, the second level administrative division. By the middle of the 20th century the provinces had become merely ceremonial. This changed in 1987 during an attempt to end the Sri Lankan Civil War when the Indo-Sri Lanka Accord was signed on 29 July 1987, following several decades of increasing demand for a decentralization. Elections
An election is a formal group decision-making process by which a population chooses an individual or multiple individuals to hold public office. Elections have been the usual mechanism by which modern representative democracy has operated since the 17th century. Elections may fill offices in the legislature, sometimes in the executive and judiciary, and for regional and local government. This process is also used in many other private and business organisations, from clubs to voluntary associations and corporations. The global use of elections as a tool for selecting representatives in modern representative democracies is in contrast with the practice in the democratic archetype, ancient Athens, where the elections were considered an oligarchic institution and most political offices were filled using sortition, also known as allotment, by which officeholders were chosen by lot. Electoral reform describes the process of introducing fair electoral systems where they are ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Tamil Eelam
Tamil Eelam ( ta, தமிழீழம், ''tamiḻ īḻam''; generally rendered outside Tamil-speaking areas as தமிழ் ஈழம்) is a proposed independent state that many Tamils in Sri Lanka and the Sri Lankan Tamil diaspora aspire to create in the north and east of Sri Lanka. The name is derived from the ancient Tamil name for Sri Lanka, Eelam. Tamil Eelam, although encompassing the traditional homelands of Sri Lankan Tamils, does not have official status or recognition by world states. Large sections of the North-East were under ''de facto'' control of the Liberation Tigers of Tamil Eelam (LTTE) for most of the 1990s–2000s during the Sri Lankan Civil War. In 1956, the Illankai Tamil Arasu Kachchi (ITAK), the most dominant Tamil political party in Sri Lanka (then known as Ceylon), lobbied for a united state that would give the minority Tamils and majority Sinhalese equal rights, including recognition of two official languages—Tamil and Sinhala—and ... Indian Peace Keeping Force
Indian Peace Keeping Force (IPKF) was the Indian military contingent performing a peacekeeping operation in Sri Lanka between 1987 and 1990. It was formed under the mandate of the 1987 Indo-Sri Lankan Accord that aimed to end the Sri Lankan Civil War between Sri Lankan Tamil militant groups such as the Liberation Tigers of Tamil Eelam (LTTE) and the Sri Lankan military. The main task of the IPKF was to disarm the different militant groups, not just the LTTE. It was to be quickly followed by the formation of an Interim Administrative Council. These were the tasks as per the terms of the Indo-Sri Lankan Accord, signed at the behest of Indian Prime Minister Rajiv Gandhi. Given the escalation of the conflict in Sri Lanka, and with the pouring of refugees into India, Rajiv Gandhi took the decisive step to push this accord through.
