Protais Mpiranya
Protais Mpiranya (30 May 1956 – 5 October 2006) also known as Sambao Ndume, was a Rwandan war criminal who was internationally wanted for his alleged role in the Rwandan genocide. Regarded as Rwanda's most wanted fugitive, he was described in 2022 as "one of the world’s most brutal killers", and was internationally recognised as the most sought génocidaire. Born to a Hutu family in Gitarama, Mpiranya was a major in the Rwandan Armed Forces at the time of the war and commanded the Presidential Guard. He became highly involved with the leadership of the Interahamwe shortly thereafter, and was radicalised as an avowed Hutu supremacist. Leading Hutu militias, forces under his command tortured, sexually mutilated and murdered Prime Minister Agathe Unwilingiyimana and a force of UN peacekeepers from Ghana and Belgium assigned to protect her. Many more government officials, such as Faustin Rucogoza, were murdered by Mpiranya before he and his forces embarked on the genocide of ... Arusha Accords (Rwanda)
The Arusha Accords, officially the ''Peace Agreement between the Government of the Republic of Rwanda and the Rwandan Patriotic Front'', also known as the Arusha Peace Agreement or Arusha negotiations, were a set of five accords (or protocols) signed in Arusha, Tanzania on 4 August 1993, by the government of Rwanda and the rebel Rwandan Patriotic Front (RPF), under mediation, to end a three-year Rwandan Civil War. Primarily organized by the Organisation of African Unity and the heads of state in the African Great Lakes region, the talks began on 12 July 1992, and ended on 4 August 1993, when the accords were finally signed. Agreements The Arusha Accords envisioned the establishment of a Broad-Based Transitional Government (BBTG), which would include the insurgent RPF and the five political parties that had composed a temporary government since April 1992 in anticipation of general elections. The Accords included other points considered necessary for lasting peace: the rule of ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Militia
A militia () is generally an army or some other fighting organization of non-professional soldiers, citizens of a country, or subjects of a state, who may perform military service during a time of need, as opposed to a professional force of regular, full-time military personnel; or, historically, to members of a warrior-nobility class (e.g. knights or samurai). Generally unable to hold ground against regular forces, militias commonly support regular troops by skirmishing, holding fortifications, or conducting irregular warfare, instead of undertaking offensive campaigns by themselves. Local civilian laws often limit militias to serve only in their home region, and to serve only for a limited time; this further reduces their use in long military campaigns. Beginning in the late 20th century, some militias (in particular officially recognized and sanctioned militias of a government) act as professional forces, while still being "part-time" or "on-call" organizations. Interahamwe
The Interahamwe ( or ) is a Hutu paramilitary organization active in the Democratic Republic of the Congo and Uganda. The Interahamwe was formed around 1990 as the youth wing of the National Republican Movement for Democracy and Development (MRND according to its French name), the then-ruling party of Rwanda, and enjoyed the backing of the Hutu Power government. The Interahamwe, led by Robert Kajuga, were the main perpetrators of the Rwandan genocide, during which an estimated 500,000 to 1,000,000 Tutsi, Twa, and moderate Hutus were killed from April to July 1994, and the term "Interahamwe" was widened to mean any civilian bands killing Tutsi. The Interahamwe were driven out of Rwanda after Tutsi-led Rwandan Patriotic Front (RPF) victory in the Rwandan Civil War in July 1994, and are considered a terrorist organisation by many African and Western governments. The Interahamwe and splinter groups such as the Democratic Forces for the Liberation of Rwanda (FDLR) continue to wage ... Conspiracy (crime)
In criminal law, a conspiracy is an agreement between two or more persons to commit a crime at some time in the future. Criminal law in some countries or for some conspiracies may require that at least one overt act be undertaken in furtherance of that agreement, to constitute an offense. There is no limit on the number participating in the conspiracy and, in most countries, the plan is the crime, so there is no requirement that any steps have been taken to put the plan into effect (compare attempts which require proximity to the full offense). For the purposes of concurrence, the ''actus reus'' is a continuing one and parties may join the plot later and incur joint liability and conspiracy can be charged where the co-conspirators have been acquitted or cannot be traced. Finally, repentance by one or more parties does not affect liability (unless, in some cases, it occurs ''before'' the parties have committed overt acts) but may reduce their sentence. An unindicted co-conspirato ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Hutu
The Hutu (), also known as the Abahutu, are a Bantu ethnic or social group which is native to the African Great Lakes region. They mainly live in Rwanda, Burundi and the eastern Democratic Republic of the Congo, where they form one of the principal ethnic groups alongside the Tutsi and the Great Lakes Twa. Demographics The Hutu is the largest of the three main population divisions in Burundi and Rwanda. Prior to 2017, the CIA World Factbook stated that 84% of Rwandans and 85% of Burundians are Hutu, with Tutsis being the second largest ethnic group at 15% and 14% of residents of Rwanda and Burundi, respectively. However, these figures were omitted in 2017 and no new figures have been published since then. The Twa pygmies, the smallest of the two countries' principal populations, share language and culture with the Hutu and Tutsi. They are distinguished by a considerably shorter stature. Origins The Hutu are believed to have first emigrated to the Great Lake re ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |
