Proposition 29
Proposition 29, the California Cancer Research Act, is a California ballot measure that was defeated by California voters at the statewide election on June 5, 2012. The measure would have placed a $1 excise on tobacco products into a protected fund to finance medical research on smoking-related illnesses, strengthen California’s smoking prevention and cessation programs, and enforce the state’s existing tobacco laws. The independent California Legislative Analyst's Office projected that the measure would have generated approximately $855 million in first year, declining slightly but predictably (about 3% annually due to decrease in the number of smokers) every year thereafter. The measure would have created a nine-member committee charged with administering direct revenues. This oversight committee was to be composed of cancer-research medical professionals, University of California Chancellors, and representatives of national disease advocacy groups. The measure restrict ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

California Ballot Measure
In California, a ballot proposition is a referendum or an initiative measure that is submitted to the electorate for a direct decision or direct vote (or plebiscite). If passed, it can alter one or more of the articles of the Constitution of California, one or more of the 29 California Codes, or another law in the California Statutes by clarifying current or adding statute(s) or removing current statute(s). Measures can be placed on the ballot either by the California State Legislature or via a petition signed by registered voters. The state legislature can place a state constitutional amendment or a proposed law change on the ballot as a referendum to be approved by voters. Under the state constitution, certain proposed changes to state laws may require mandatory referendums, and must be approved by voters before they can take effect. A measure placed on the ballot via petition can either be a vote to veto a law that has been adopted by the legislature (an optional referendum or ... California Department Of Education
The California Department of Education is an agency within the Government of California that oversees public education. The department oversees funding and testing, and holds local educational agencies accountable for student achievement. Its stated mission is to provide leadership, assistance, oversight, and resources (via teaching and teaching material) so that every Californian has access to a good education. The State Board of Education is the governing and policy-making body, and the State Superintendent of Public Instruction is the nonpartisan (originally partisan) elected executive officer. The Superintendent serves as the state's chief spokesperson for public schools, provides education policy and direction to local school districts, and sits as an ex officio member of governing boards of the state's higher education system that are otherwise independent of the department. Smoking In The United States
Tobacco has a long history in the United States. Tobacco distribution is measured in the United States using the term, "tobacco outlet density." An estimated 34.3 million people, or 14% of all adults (aged 18 years or older), in the United States smoked cigarettes in 2015. By state, in 2015, smoking prevalence ranged from between 9.1% and 12.8% in Utah to between 23.7% and 27.4% in West Virginia. By region, in 2015, smoking prevalence was highest in the Midwest (18.7%) and South (15.3%) and lowest in the West (12.4%). Men tend to smoke more than women. In 2015, 16.7% of men smoked compared to 13.6% of women. In 2018, 13.7% of U.S. adults were smokers. Cigarette smoking is the leading cause of preventable death in the United States, accounting for approximately 443,000 deaths, or 1 of every 5 deaths, in the United States each year. Cigarette smoking alone has cost the United States $96 billion in direct medical expenses and $97 billion in lost productivity per year or an average ... Tobacco Control
Tobacco control is a field of international public health science, policy and practice dedicated to addressing tobacco use and thereby reducing the morbidity and mortality it causes. Since most cigarettes and cigars and hookahs contain/use tobacco, tobacco control also concerns these. E-cigarettes do not contain tobacco itself, but (often) do contain nicotine. Tobacco control is a priority area for the World Health Organization (WHO), through the Framework Convention on Tobacco Control. References to a tobacco control movement may have either positive or negative connotations, depending upon the commentator. Tobacco control aims to reduce the prevalence of tobacco use and this is measured with the "age-standardized prevalence of current tobacco use among persons aged 15 years and older".United Nations (2017) Resolution adopted by the General Assembly on 6 July 2017, Work of the Statistical Commission pertaining to the 2030 Agenda for Sustainable DevelopmentA/RES/71/313 Co ... Taxation In California
Taxes in California are among the highest in the United States and are imposed by the state and by local governments. From a tax terminology perspective, sales taxes are a proportional tax; though because lower income earners may pay a greater percentage of their earnings to sales taxes than higher income earners, a sales tax is also described as a regressive tax. The sales tax is imposed on retailers (not consumers) for the privilege of selling tangible personal property at retail. However, retailers are allowed (but not obligated) to obtain reimbursement for their tax liability from the consumer at the time of sale. Whether a sales tax reimbursement amount is actually added is a matter of contract between the retailer and the consumer. The use tax is imposed on the storage, use, or other consumption in California of tangible personal property purchased from a retailer. Any person storing, using, or otherwise consuming in California tangible personal property purchased from ... 2012 California Ballot Propositions
1 (one, unit, unity) is a number representing a single or the only entity. 1 is also a numerical digit and represents a single unit of counting or measurement. For example, a line segment of ''unit length'' is a line segment of length 1. In conventions of sign where zero is considered neither positive nor negative, 1 is the first and smallest positive integer. It is also sometimes considered the first of the infinite sequence of natural numbers, followed by 2, although by other definitions 1 is the second natural number, following 0. The fundamental mathematical property of 1 is to be a multiplicative identity, meaning that any number multiplied by 1 equals the same number. Most if not all properties of 1 can be deduced from this. In advanced mathematics, a multiplicative identity is often denoted 1, even if it is not a number. 1 is by convention not considered a prime number; this was not universally accepted until the mid-20th century. California Proposition 56 (2016)
Proposition 56 is a California ballot proposition that passed on the November 8, 2016 ballot. It increased the Cigarette taxes in the United States, cigarette tax by $2.00 per pack, effective April 1, 2017, with equivalent increases on other tobacco products and electronic cigarettes containing nicotine. The bulk of new revenue is earmarked for Medi-Cal. A September 2016 poll by the Public Policy Institute of California showed that 59% of likely voters supported Proposition 56, 36% opposed it, and 5% did not know how they would vote. A September 2016 poll from University of Southern California, USC Dornsife / Los Angeles Times showed 63% percent of registered voters in favor of Proposition 56, 32% opposed, and 6% unknown. Proposition 56 was approved with 64% of the vote. Two previous attempts to increase the state cigarette tax narrowly failed with California Proposition 86 (2006), Proposition 86 in 2006 and California Proposition 29, 2012, Proposition 29 in 2012. Physician
A physician (American English), medical practitioner (Commonwealth English), medical doctor, or simply doctor, is a health professional who practices medicine, which is concerned with promoting, maintaining or restoring health through the study, diagnosis, prognosis and treatment of disease, injury, and other physical and mental impairments. Physicians may focus their practice on certain disease categories, types of patients, and methods of treatment—known as specialities—or they may assume responsibility for the provision of continuing and comprehensive medical care to individuals, families, and communities—known as general practice. Medical practice properly requires both a detailed knowledge of the academic disciplines, such as anatomy and physiology, underlying diseases and their treatment—the ''science'' of medicine—and also a decent competence in its applied practice—the art or ''craft'' of medicine. Both the role of the physician and the meaning ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |
